Summary

This position is located in the Food and Drug Administration, Center for Tobacco Products (CTP), Office of Compliance and Enforcement, Division of Promotion, Advertising, and Labeling (DPAL), located in Silver Spring, Maryland. Serve as a Supervisory Consumer Safety Officer (Branch Chief) and is knowledgeable about directing compliance and enforcement programs for the regulated tobacco industry.

• Applies knowledge of regulatory compliance and program management principles and skills addressing and solving unusual and often precedent setting problems associated with post market review, compliance, and surveillance program.
• Develop, directs, evaluates, and monitors compliance and enforcement programs covering a regulated industry.
• Contributes and participates in decision-making processes, meetings, and discussions concerning program functions, activities in strategic planning, determinations, allocation and administration of program segments, and functions of the organization.
• Prepares analysis on the impact of proposed changes to law and Agency regulations which affect the functions, program segments, and activities of the organization.
• Represents the Division in dealing with individuals representing organizations such as other Federal agencies, the regulated industry, professional and industry organizations, State, local and foreign governments, and public interest groups.
• Develops and implements policies and plans, makes critical decisions, and provides advice and counsel that are in relation to organizational goals objectives, and Federal budgetary and economic realities.

Qualifications

The position of Supervisory Consumer Safety Officer falls within the 0696 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 07/30/2026.

Basic Requirements:

1. A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

OR

1. Combination of education and experiencecourses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.

Minimum Qualifications:

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

GS-14: Specialized Experience: To qualify for this position, applicants must have at least one (1) year of specialized experience equivalent to the GS-13 level in the Federal service to include the following: 1) Applying knowledge of regulatory requirements to compliance or regulatory activities related to the manufacturing, distribution, sale, or marketing of regulated products. 2) Resolving regulatory or compliance issues through the application of applicable statutes and/or regulations. 3) Providing guidance and leadership to other staff in a regulatory or compliance setting to achieve organizational objectives.
