Summary

This position is located within, Rural Development (RD), Finance Office, Office of Budget and Policy. This office is responsible for Rural Development's budget formulation and credit reform modeling activities for grant and loan programs.

This position is in the Excepted Service.

Any selections made under this notice will be processed as new appointments to the civil service. Current Federal employee would, be given a new appointment to the civil service and new probationary period required.

Duties

Help

• The incumbent ensures the overall goals and objectives of the budget program are strategically aligned to the Rural Development's strategic goals initiatives and support RD's programs and financial performance measures.
• Establishes and maintains a system of budgetary controls over the program funds to ensure compliance with applicable USDA and RD internal policies and procedures and those outlined in the Office of Management and Budget (OMB) Circular A-11.
• Provides guidance and technical advice to the components on program budget submissions, supplementary budget requests, credit modeling and budgetary analysis.
• Plans, formulates and justifies annual and long-range budget estimates, and prepares related supporting documentation for the financing and conduct of the RD's credit, loan and grant programs.
• Provides authoritative technical advice and information to top mission area officials scheduled to testify before Congressional committees on behalf of Rural Development to represent the mission position on budget and program funding needs.
• Serves as primary interface point between the Division and other partners within USDA regarding budget formulation matter.
• Performs the full range of supervisory/managerial functions including advising subordinates on all human resource matters.

• As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period or 2-year trial period depending on your appointment type, unless previous federal service is creditable. During this time your employment will be evaluated, and we may consider: your performance and conduct, the needs and interests of the agency, whether your continued employment would advance organizational goals of the agency or the Government, and whether your continued employment would advance the efficiency of the Federal service. Upon completion of your probationary or trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Supervision of systems of budgetary controls over of program funds to ensure compliance with applicable U.S. Department of Agriculture (USDA) and Rural Development (RD) internal policies and procedures, Office of Management and Budget (0MB) and Department of Treasury statutory and regulatory requirements, Congressional intent, and other governing legislation, regulations or policies. Oversees the controls over the annual and long-range budget estimates, the preparation of related supporting documentation for the financing and conduct of Rural Development's (RD) credit, loan and grant programs, and final technical review of budget documents and actions prior to signature to ensure accuracy and compliance. Provides procedural guidance and technical advice to the components on program budget submissions, supplementary budget requests, and budgetary analysis to ensure the proper presentation of facts and data to support requests and consistency with the mission area's and Department's budgetary policies. Plans, formulates, justifies, and controls annual and long-range budget estimates, and prepares related supporting documentation for the financing and conduct of the RD's credit, loan and grant programs. Conducts a final technical review of budget documents and actions, prior to signature, to ensure accuracy and compliance with USDA, OMB, Treasury, and other legal and regulatory requirements. Coordinates and assists the staff in conducting studies and analyses of budgetary and financial standard operating procedures as well as procedural guidance, in compliance with OMB Circular A-11.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
