Summary

This position is located in the Air Traffic Organization (ATO) within the System Operations Service Unit, Flight Service directorate. The Flight Service (FS) Safety and Operations Group is responsible for ensuring the performance and safety of the Alaska service area and delivery of services provided by the flight service contractor through the Flight Service Director.

This position reports to the group manager (GM) of the Safety and Operations Group, AJR-B100. The Supervisory Air Traffic Control Specialist is responsible for providing status updates to the Group Manager. The work usually includes a mixture of routine and complex projects/programs based on the objectives of the AJR and ATO. Directs the work of a team of air traffic subject matter experts in monitoring and evaluating Flight Service trends and data analysis, quality assurance for both federal and contract Flight Service operations, contingency planning, Pilot Weather Briefer Certifications, and External Compliance Verifications (ECVs) for all Flight Service facilities. Works with the GM in implementing operational requirements and policies for Flight Service in Alaska and by the contractor, ensuring alignment with Air Traffic Organization (ATO) and Federal Aviation Administration (FAA) goals to guarantee the delivery of flight services to air traffic control facilities and pilots within the National Airspace System (NAS).

Leads staff in ensuring services in both Alaska and contract operations are complementary and aligned with Flight Service program goals. Ensures the flight service contract service provider and Alaska operations follow policies. Conducts Safety Management System reviews and Safety Panels. Recommends approval of Safety Risk Management documents for Flight Service prior to System Operations Service Unit approval. Conducts follow-up on identified deficiencies and develops and recommends corrective action plans and/or new policies and procedures to provide resolution for operational and technical issues, specifically pertaining to Notice to Air Missions (NOTAM) policy and procedures, flight plans and flight plan filing procedures. Resolves all but unique problems without the intervention of higher-level management.

Contacts are primarily within the organizational unit, major subdivision and the ATO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines.

Directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Managerial duties include planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary action, as appropriate.

Applies advanced knowledge of the technical aspects of the work directed, relating to the management of air traffic and air traffic control procedures. Possesses an advanced knowledge of budget, human resources, and other administrative policies and procedures, and an advanced understanding of the objectives of the AJR, the ATO, and the FAA. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Individual and organizational performance is reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the short-term objectives of the major subdivision.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the

next lower level in the normal line of progression for the occupation in the organization.

Specialized experience at the next lower level, FV-J:

-Experience providing follow-up on identified deficiencies and developing and recommending corrective action plans.

-Experience directing the work of a team in monitoring and evaluating operations and safety, trends and data analysis, and quality assurance.

Unless previously completed, the incumbent must satisfactorily complete a 1-year probationary period to remain in this supervisory or managerial position.
