Job Purpose and Summary

This position is responsible for the supervision and coordination of civil installation, rehabilitation, and maintenance activities of toll systems for the Pennsylvania Turnpike Commission (PTC). Work involves ensuring safe, efficient toll operations while promoting a culture of operational excellence. Incumbent is responsible for supervising and prioritizing field activities including developing scope(s) of work, inspecting and auditing toll equipment and facilities, and coordinating repair and maintenance activities with internal departments and contractors. Work is performed with independence and reviewed by a supervisor or designee for direction and end results. Supervision is exercised over Toll Systems Infrastructure Coordinators.

Essential Functions & Responsibilities

  • Supervises, plans, and organizes the work of internal and external staff including performance management, delegation of work assignments, and review of work product.
  • Supervises and reviews inspections of tolling facilities and construction sites to ensure compliance with toll systems installation and maintenance contracts, preventive maintenance schedules, and quality standards. Ensures the timely reporting of maintenance notifications and escalation of critical issues to Network Control as needed.
  • Liaisons between contractors and internal personnel regarding toll systems and facilities for escalated issues and concerns.
  • Supervises the monitoring of daily reports, automated systems, and cameras to ensure they are operating as expected. Identifies resolutions for toll systems operational and technical problems that could result in revenue loss and ensures corrective action is taken.
  • Plans and coordinates activities for preventative maintenance and equipment failures to ensure operational availability. May approve and supervise lane closures when necessary.
  • Reviews assessments of physical damage to toll systems and facilities. Ensures proper coordinates with vendors and internal teams to provide information necessary for processing claims.
  • Reviews civil installation and toll system design plans. Recommends modifications and ensures the team adheres to plans and operational standards.
  • Monitors contractor's performance, project progress, and productivity to ensure they maintain quality, follow safety procedures, and adhere to the overall project schedule.
  • Supervises the documentation and auditing of civil infrastructure rehabilitation work. Ensures assigned work complies with toll system agreements and standards.
  • Approves work authorizations to repair damaged or deteriorating toll infrastructure and equipment. Monitors progress and ensures the timely completion of work within requirements.
  • Supervises staff's inventory management activities which may include delivery, staging, and decommissioning of toll equipment. Ensures the proper support is provided for the testing and commissioning activities for new tolling sites.
  • Participates in the review of ongoing contract projects audits of estimated costs against the actual costs. Identifies project issues and potential changes to work that may impact costs, schedule, or contract compliance.
  • Ensures staff and vendor adherence to PTC, PennDOT, FHWA, and OSHA standards.
  • Responds to emergencies and participates in on-call rotations 24/7/365 for real-time event management and property damage investigation.
  • Uses situational awareness to anticipate and prevent accidents.
  • Performs related duties as assigned.


Qualifications

  • Eight (8) years of experience in construction inspection/quality assurance; OR
  • Four (4) years of experience in construction inspection/quality assurance AND a bachelor's degree.
  • Equivalent combination of education and/or experience may be accepted.
  • Possession of an ACI (American Concrete Institute) certification or equivalent concrete certification is required.
  • Possession of a valid driver's license. Must obtain and maintain a valid Pennsylvania driver's license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
