GENERAL DESCRIPTION:

The position of Supervisor, Rural Operations is responsible for providing guidance, mentorship and support to rural areas within the Regional Municipality of Wood Buffalo. The incumbent assists the Manager, Rural Operations to ensure the department delivers high quality and cost-effective maintenance and operation of municipal roads, sports fields, playgrounds, green spaces, parks inventory and rural airport operations. Exercising good judgment and superior project and contract management skills, incumbent will communicate and build relationships with user groups, industry, staff, and vendors. Utilizing effective supervisory and employee relations skills, the Supervisor, Rural Operations is responsible for ensuring the clients' needs are met and service standards are consistently achieved or exceeded. Primary responsibilities of this position include:

Employee Development: Performs supervisory tasks for assigned team members. Works with teams to plan and balance workload. Ensures teams are managed fairly and consistently and that work processes are followed and coordinated to ensure service delivery levels. Mentors, coaches and provides support to staff. Assists in the recruitment and training of staff.

Research and Implementation: Using a collaborative approach, works with the Manager of Rural Operations to deliver responsible and accountable service for all aspects of rural operations. Supervises through direct involvement in daily operations, assists with budgeting and strategic planning of the overall design and deployment of departmental requirements. Works with the Manager to ensure all programs are developed according to legislation, industry standards, and best practices. Participates in continuous research, development, improvement and implementation of effective departmental programs and provides suggestions for improvements. Provides operations and preventative maintenance services in a high quality, cost-effective and customer focused manner related to municipal roads, sports fields, playgrounds, green spaces and/or parks inventory.

Operational Guidance: Evaluates and prepares plans, reports and recommendations on all aspects of rural operations in line with departmental strategic direction. Supervises municipal projects and initiatives in line with the departmental operational and capital plans. Consults with and informs the public, community user groups, and other stakeholders. Routinely inspects work in progress and advises crews of any required changes. Reviews and advises on the maintenance and issuance of tools, equipment, supplies, and materials. Ensures consistent communication with other branch supervisors to remain informed on current projects, priorities and emerging issues. Provides oversight and supervisory shift coverage for all Rural Operations employees as required.

SKILLS REQUIREMENTS:

  • Demonstrated ability to establish and maintain effective working relationships with managers, employees, leaders, and external contacts. Interacts in a manner that builds trust, credibility, and rapport.
  • Strong supervisory and conflict resolution skills.
  • Strong organizational, project management and facilitation skills.
  • Must be discreet, keep all information/documentation strictly confidential, respectfully and sensitively resolve issues.
  • Experience liaising and partnering with community groups, organizations, and orders of government.
  • Must be familiar with health and safety standards and knowledge of safe construction practices pertaining to municipal works would be an asset.
  • Proficient in various computer programs (MS Word, Excel, Outlook and SAP).


EDUCATION:
  • Degree or Diploma in Engineering, Parks Management, Roads Management, Business, Commerce, or Project Management is required.
  • Canadian Public Works Supervisors Certificate and membership or eligibility for membership in APEGA or ASET would be considered an asset.
  • An equivalent combination of education and work experience may be considered.


EXPERIENCE:

  • Four (4) or more years of progressive experience in construction, infrastructure operation and maintenance, project management or civil engineering; with a minimum of two (2) years' experience as a leader or supervisor.
  • Project Management Certification and Management Leadership Training would be considered assets.
  • Experience working in a municipal environment with unionized and non-unionized employees considered an asset.


OTHER REQUIREMENTS:

  • Ability to provide a Criminal Record Check.
  • A valid Class five (5) Operator's Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
