Description

Under general supervision, oversees and manages the City's procurement activities to ensure the timely, cost-effective, and compliant acquisition of goods and services. Provides guidance and direction to procurement staff, coordinates assignments, and supports professional development initiatives. Manages vendor relationships, evaluates bids and proposals, negotiates contracts, and resolves procurement-related issues to ensure quality, value, and compliance with applicable policies, procedures, and regulations. Monitors procurement processes, analyzes performance data, and prepares reports to support strategic sourcing, budgeting, and operational decisions. Performs complex procurement functions requiring independent judgment while promoting efficiency, accountability, and public trust in the City's purchasing operations.

Essential Duties and Responsibilities

  • Maintains effective relationships with suppliers and contractors, evaluates vendor performance, and resolves issues to ensure quality, accountability, and cost-effective purchasing.
  • Ensures procurement activities comply with internal policies and applicable local, state, and federal regulations.
  • Provides leadership and direction to procurement staff by assigning work, offering guidance, and supporting professional development initiatives.
  • Monitors procurement metrics, analyzes purchasing data, and prepares reports to support budgeting, strategic sourcing, and operational decision-making. Performs related work as required.
Knowledge, Skills, and Abilities
  • Knowledge of procurement principles, practices, and the full purchasing lifecycle, including requisitions, bidding, contracting, and purchase order processes. Knowledge of supplier management practices, including evaluating vendor performance and maintaining effective vendor relationships.
  • Knowledge of applicable laws, regulations, and requirements governing public-sector procurement activities.
  • Skill in managing end-to-end procurement processes while ensuring accuracy, timeliness, and compliance.
  • Skill in contract negotiation, including evaluating bids for quality, cost, and alignment with established requirements.
  • Skill in analyzing procurement data, identifying trends, and preparing reports to support budgeting and strategic sourcing initiatives.
  • Ability to analyze and interpret large data sets to identify patterns, trends, and irregularities.
  • Ability to establish and maintain effective and productive working relationships.
  • Ability to ensure compliance with applicable laws, regulations, and policies.

Qualifications, Education, and Experience

Minimum Qualifications
  • Must have, or be able to obtain within 90 days of hire, a valid Texas Driver's License and eligible for coverage under the City of Kyle's vehicle insurance provider.
  • Bachelor's degree in Business, Finance, Public Policy, or related field.
  • At least five years of related experience working in procurement and inventory management, with a minimum of two years in a supervisory capacity.
Preferred Qualifications
  • Prior experience in a purchasing or related procurement discipline environment.
  • Certified Texas Contract Manager (CTCM) or Certified Purchasing Manager (CPM) /Certified Public Procurement Officer (CPPO) / Certified Professional Public Buyer (CPPB) / NIGP Certified Procurement Professional (NIGP-CPP).
  • Experience with OpenGov, Bonfire, or similar procurement systems.
  • Experience administering federally funded procurements.
  • Experience developing supplier diversity or veteran-owned business programs.
  • Experience presenting procurement recommendations to executive leadership and City Council.

Physical Demands
Physical requirements include lifting up to 25 pounds occasionally. Subject to handling, fine dexterity, vision, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing/pulling, balancing and foot controls occasionally; reaching, kneeling, crouching, crawling, bending, twisting and climbing rarely.
