Full Job Description
Position Summary

Supervise a high performing Planning and Purchasing team. Ensure effective workload balancing, process governance oversight, and timely processing of procurement requests. Ensure material and service availability for the organization through coordination of procurement planning, buying, contracting, and delivery strategy. Provide work order-to-payment process expertise using operational reports to monitor status and compliance with process controls. Facilitate or coordinate resolution of project demand changes, problems, disputes, or scope adjustments. Responsible for supporting material control, delivery scheduling, supplier performance, and process improvement objectives.

Essential Responsibilities
  • Performance and Effectiveness: Select, hire, and supervise a high performing team of Planner Buyers in work order demand to daily purchasing and contracting activities. Ensure monitoring of process metrics, workload levels, and training needs. Ensure the team is addressing problems and obstacles in a timely manner.
  • Business Unit Partnership: Primary point of contact with assigned business unit partners. Lead coordination and expediting of material and services to ensure business needs are met and problem resolution is timely. Effectively resolve policy concerns and ensure compliance with all policies and regulations, reinforcing process standardization and compliance.
  • Business Unit Planning: Participate in business area process and planning to ensure material/services availability and drive process improvements. Ensure the team communicates and coordinates alignment with category strategies, materials management processes, and initiatives or projects as necessary.
  • Operations Management: Supervise the work order to payment process with supply chain process expertise required to effectively drive consistent procurement processes through metrics and reporting. Identify supply risk and develop mitigation plans in collaboration with sourcing strategies and BU needs. Support supplier relationship management activities. Lead and execute purchase negotiations, issuance of RFQ/RFI/RFP's, bid evaluations, supplier selection, and execution of material and services agreements with pre-approved suppliers within established Sourcing Strategies. Function as escalation point for Planner Buyers regarding daily issues and process support.
  • Initiatives and Improvement: Lead process improvements including, PO/contract compliance, performance review and analysis, and communication of supplier and contract concerns. Represent Planning and Purchasing in continuous improvement efforts and alignment with work order to payment strategies.


Minimum Requirements
  • Bachelor's degree in Supply Chain Management, Business, technical/analytical field, or related field or equivalent combination of education and experience.
  • Five years of Supply Chain experience required. CPSM or CPM certification strongly preferred.
  • Requires sourcing and purchasing knowledge in areas such as: RFI/RFQ/RFP creation and evaluation, contracts, category strategy execution, supplier managed material, logistics, etc.
  • Proficiency with ERP systems and Microsoft Office Suite necessary.
  • Demonstrated expertise in supply chain processes and procurement planning skills.
  • Previous experience in plant operations or utility operations preferred.
  • Excellent organizational, planning, and prioritization skills.
  • Up to 10% travel; driver's license required.


Preferred Qualifications
  • Experience supporting IT, marketing, HR, Fleet, and Property Services business areas
  • Previous experience writing and managing training documentation
  • Experience creating Microsoft 365 Power Apps including Co-Pilot Agents, Power BI, Power Automate and PowerApps


Non-Bargaining

The anticipated starting base pay for this position is: $84,900.00 to $120,566.00 per year
