POSITION: SUPERVISOR OF STATE AND FEDERAL GRANT PROGRAMS AND CHILD CARE

DEPARTMENT: Instruction

LOCATION: Brooks Administration Building (BOE)

REPORTS TO: Chief Academic Officer

SALARY RANGE: $122,371-$164,576

ANNUAL WORK SUMMARY: 245/7

POSITION SUMMARY: Provides leadership and oversight for state and federally funded programs and the CCPS Child Care Program. Responsible for the development, implementation, fiscal management, monitoring, and evaluation of programs including, but not limited to, Title I, Head Start, Judy Center, ESSA-funded initiatives, and before- and after-school child care services. Supervises and evaluates program staff and collaborates with school-based administrators and central office leaders in supporting staff performance and program effectiveness. Works with district leaders, community partners, and state and federal agencies to ensure high-quality programming, regulatory compliance, fiscal accountability, and positive outcomes for children, families, and schools.

EDUCATION, CERTIFICATION AND EXPERIENCE: At the time of application, the candidate must hold or be eligible for:
  1. Hold or be immediately eligible for a Maryland Administrator I endorsement.
  2. Hold a Master's Degree in Early Childhood, Elementary Education or related field.
  3. Have at least five (5) years of successful teaching experience as a teacher.

  4. Ability to interpret and apply federal, state, and local laws, regulations, policies, and program requirements.

  6. Demonstrated experience supervising, evaluating, supporting, and developing staff.

  8. Demonstrated strong written and oral communication skills, including the ability to plan, facilitate, and deliver professional learning and presentations for diverse audiences.

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:
  1. Directs, applies for, implements, and monitors the Consolidated Local ESSA Grant Program, including Title I, and other assigned state and federally funded programs.
  2. Provides leadership and oversight for Title I programming, including school support, family engagement requirements, equitable services, budgeting, monitoring, and compliance with federal requirements.
  3. Provides leadership and oversight for assigned state and federally funded programs and the CCPS Child Care Program, including program planning, implementation, evaluation, compliance, and continuous improvement.
  4. Supervises, supports, develops, and evaluates assigned staff, including Child Care Specialists and personnel within state and federally funded programs.
  5. Works with school-based administrators in the observation, rating, and evaluation of assigned non-instructional staff.
  6. Assists in the recruitment, screening, selection, onboarding, and retention of personnel for assigned programs.
  7. Develops, monitors, and evaluates program goals, performance measures, and improvement plans to ensure program effectiveness and sustainability.
  8. Prepares and manages annual budgets for assigned state and federally funded programs and the CCPS Child Care Program and monitors expenditures to ensure fiscal accountability and compliance.
  9. Gathers, analyzes, and reports program data to support accountability, compliance monitoring, continuous improvement, and required reporting.
  10. Coordinates and represents Calvert County Public Schools during audits, monitoring visits, program reviews, and other state and federal compliance activities.
  11. Collaborates with content supervisors, school-based administrators, CCPS departments, and community partners to support the effective implementation of Title I, Child Care, and other state and federally funded programs and instructional initiatives.
  12. Provides leadership for family engagement initiatives and coordinates services that support children and families through assigned state and federally funded programs.
  13. Develops and maintains collaborative relationships with families, community organizations, government agencies, and other stakeholders to coordinate services and maximize opportunities for children and families.
  14. Provides leadership in the development and delivery of professional learning, instructional resources, and technical assistance for program staff.
  15. Represents Calvert County Public Schools at local, regional, and state meetings related to state and federally funded programs, child care services, and family support initiatives.
  16. Collaborates with community partners and agency representatives to coordinate services and maximize opportunities for children and families.
  17. Completes and maintains all required program-specific training, certifications, and professional learning necessary for assigned programs, including but not limited to HIPPY Model Supervisor Onboarding, Healthy Families America CORE Training, Reflective Supervision Training, Parents as Teachers (PAT) Model Implementation Training, and other required state and federal program training.
  18. Performs other duties and assumes other responsibilities as assigned.
  19. Maintains regular and reliable attendance, works flexible hours as necessary, manages competing priorities, and meets established deadlines.

OTHER DUTIES:
  1. Performs related work as required or assigned by the Chief Academic Officer.
  2. Is available to work flexible hours at the Chief Academic Officer's request.
  3. Is available to various student, teacher, and community groups for education-related purposes beyond the regular work day.

PHYSICAL AND PSYCHOLOGICAL CONDITIONS/DEMANDS:
  • Position requires significant periods of standing walking, and periodic lifting.

UNUSUAL DEMANDS: May be subject to flexible hours.

TERMS OF EMPLOYMENT: Twelve (12) month position and salary commensurate with qualifications and experience applied to the salary schedule for Administrators and Supervisors.

EVALUATION: Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.
