Full Job Description
SUMMARY STATEMENT Provides leadership, management instruction and coaching to professional and non-exempt team members related to Financial Operation's activities inclusive to cash activities and financial reporting. Motivates and aligns team members, processes, and tools to effectively deliver financial services in a manner that results in Centers for Medicare and Medicaid (CMS) agency satisfaction and meets agency and Generally Accepted Accounting Principles (GAAP) requirements. ESSENTIAL RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Preparation of Accounting Financial Statements and Managing Subledger Activities: (50%) * Oversees the input (subledger) preparation of monthly financial statements (General Ledger), trend analysis, and other financial reports and reviews and certifies completed statements for submission to the Centers for Medicare and Medicaid Services (CMS) * Manages Financial Operations subledger activities related to cash deposits, application, banking, and reconciliation, meeting stringent CMS timeliness requirements. * Safeguards the benefit cash accounts by ensuring correct allocation and reporting of cash receipts, applications, and the accurate issuance of manual payables. * Manages the account receivable balances ensuring the proper amounts are allocated and reported. * Manages all collection activities until receivables are fully collected or written off. * Oversees all subledger accounts for cash and receivables feeding into the General Ledger and into the financial statements. Leadership: (50%) * Provides leadership and direction to a staff of employees in order to effectively achieve established goals and objectives through interviewing, coaching and counseling, developing and training, motivating, appraising, evaluation and role modeling. * Provides leadership over the accurate subledger activities, reconciliation of monthly, quarterly and yearly financial reconciliation and reporting for one or more government contracts. * Accountable for hiring, promoting, conducting performance reviews, communication, disciplinary action and terminations. * Duties may include training and development. * Implements and monitors development and corrective action plans to improve performance. * Performs daily administrative activities including, but not limited to, Deltek activity; researching and responding to staff questions/requests; case processing related matters which arise; ongoing staff coaching and feedback; serving as point of contact for the department; information sharer; documentation; working projects as assigned, etc. Performs other duties as the supervisor may, from time to time, deem necessary. REQUIRED QUALIFICATIONS * High School Diploma or GED * 3 years' related work experience. Related work experience includes financial operations activities. This includes 2 years' direct supervisory/project management lead or other leadership experience. * Demonstrated business administration, problem solving, communication and analytic skills. * Demonstrated experience in dealing with cash and receivable operations * Proficiency in analytical, decision-making, problem-solving and coordination skills * Proficient with PC skills; e.g., Word, Excel, Outlook, etc. * Demonstrated experience in planning, organizing resources, delegating, performance management and conflict resolution PREFERRED QUALIFICATIONS * Bachelor's degree in Accounting, Finance, or Business Administration with a concentration in Accounting or Finance * Supervisory experience in healthcare service operations or production environment * Healthcare Integrated General Ledger & Accounting System (HIGLAS) experience * Experience in cash allocation and application of both MSP and Non-MSP cash * Experience managing high inventories with stringent government timeframes.
