Position purpose:
Under the supervision of the Manager, Maintenance and Operations, the incumbent plans, develops, manages and monitors all activities, operations and resources related to infrastructure in own section. Ensures maintenance, sound operation and reliability of this infrastructure at all times and assists in planning for the renewal of capital assets according to priorities set by the incumbent. Serves as the person responsible for one sector among various sectors of Operations section,namely General Architectural Repairs and Locksmith Services.

In this role, your responsibilities will include:

  • Organizes, monitors and leads first-line operations, maintenance and repair activities  relevant to own sector, relying on internal resources or external contractors based on the nature and scope of the work required. Responsible for gathering data for own sector and for accurately entering it into the maintenance management system.

  • Administers the operations and cost recovery budgetary envelopes for own sector. Updates the budget daily and assists the manager in producing quarterly forecasts and annual planning. Validates contractor proposals, conducts analyses, prepares purchase orders and approves contractor invoices in keeping with the terms specified in service and purchase contracts.

  • Supervises and manages the performance of the sector’s human resources and provides them with the training they require, including technical and/or health and safety training. Participates in drafting collective agreements. Ensures that the physical resources required are available and working properly.

  • Working with Procurement, assists in hiring contractors for specialized services and rigorously oversees all fulfillment of their respective contracts, including technical and financial performance. Regularly inspects work to ensure quality and compliance with University standards and conditions, as well as with applicable regulations, including health and safety regulations.

  • Plans and coordinates all building inspections, both destructive and non-destructive. Develops and manages a preventive maintenance program to maximize building use and reduce repair costs. Recommends capital investments to their own supervisor and to the Asset Management section in accordance with the priorities set on the ground.

  • Coordinates work in accordance with client requirements and communicates with them by providing explanations and clarifications, including on any delays or problems incurred before and during the work. Also coordinates daily interactions between contractors, the Construction section, the call centre and the various Operations teams.

What you will bring:

  • Relevant theoretical and practical knowledge of the sector normally acquired through college education or equivalent experience demonstrating an in-depth knowledge of the type of infrastructure under the incumbent’s responsibility.

  • Ten years’ proven experience in construction or building management; work in the section may require professional certification

  • Knowledge of, and experience in, managing financial, technical and material resources.

  • Knowledge of, and experience in, managing human resources and teams, in applying collective agreements, and in resolving conflicts.

  • Knowledge of, and experience in, managing contracts, preparing quotes and supervising contractor performance and construction sites.

  • Knowledge of, and experience in, reading and interpreting site plans and in dealing with consultants (architects and engineers).

  • Experience in planning and in setting work priorities based on urgency, budgets, etc.

  • Experience in using Microsoft Office software. Experience in using CMMS software, such as Archibus, Maximo or other maintenance management software, would be considered an asset.

  • Strong critical thinking skills
