Job SummaryThe Superintendent,Bus Operations, is a mid-level management position responsible for directingbus operations at a transportation facility with approximately 300-400employees and a fleet of 150-300 buses, ensuring effective transit servicewithin the metropolitan service area. Under the direction of leadership, thisrole oversees operational leadership staff, including the Senior TransitService Manager and Transit Service Managers, to support safe, reliable, andefficient service delivery.
Job Responsibilities - Develops business plan objectives and strategies and establishes station operating procedures aligned with Metro policies.
- Develops and administers the department's operating and capital budgets.
- Establishes operations performance standards and evaluates productivity and employee performance against established expectations.
- Coaches and develops Transit Service Managers and participates in hiring and selection decisions.
- Monitors operating costs and key performance areas (e.g., absenteeism, overtime, service quality, complaints, loss containment, street service, and safety) and implements corrective actions as needed.
- Identifies improvement opportunities and implements changes to enhance operations and service delivery.
- Conducts second-level disciplinary and grievance hearings and promotes coordination between operations and maintenance teams.
- Organizes work processes and establishes performance controls to improve efficiency, correct deficiencies, and meet operational requirements.
- Manages staffing and personnel actions, including selection, coaching, discipline, and other HR matters, in accordance with Metro policies and procedures.
- Establishes schedules, assigns work, trains staff on procedures, reviews work quality, addresses performance gaps, and approves time reports.
- Manages financial and material resources, including procurement and distribution, to support efficient operations.
- Coordinates unit plans and schedules with other departments, addresses delays and issues promptly, and ensures alignment with organizational goals.
- Develops contingency and emergency response plans to address service disruptions, operational changes, and unforeseen events.
- Ensures compliance with applicable policies, rules, and laws and stays current on regulatory requirements affecting operations.
- Directs employee work activities, coordinates with union officials and Metro leadership, and engages public officials to address service issues and customer concerns, including oversight of progressive discipline processes.
Knowledge, Skills, and Abilities - Ability to establish operating procedures and ensure consistent application and enforcement.
- Ability to plan operational activities, monitor progress, analyze effectiveness, and make sound decisions to support operational changes.
- Ability to evaluate program and project effectiveness and assess employee performance against established standards.
- Strong verbal and written communication skills.
- Strong knowledge of fixed-route bus operations, dispatch coordination, and service delivery practices.
- Ability to lead labor relations activities, including consistent application of labor agreement provisions and participation in grievance/disciplinary processes.
