Job OverviewThe Subcontracts & Procurement Manager is responsible for leading a team of procurement professionals to award, administer, and close out purchase orders, subcontracts, and contracts to acquire a wide range of supplies, materials, equipment, and services. This role involves negotiating subcontracts, ensuring compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), company policies and procedures, and managing supplier relationships to meet project requirements. The Subcontracts & Procurement Manager must oversee and guide employees in executing cost-effective and timely procurement strategies, ensuring the team meets performance objectives while maintaining compliance with company policies and regulations.
ResponsibilitiesEssential Job Duties:- Supervise and provide guidance, training, and directions to procurement staff members to achieve operational objectives.
- Oversee team performance and daily operations, ensuring operational requirements are achieved and key performance indicators (KPIs) are consistently met or surpassed.
- Provide exceptional procurement support to internal business and operational teams, ensuring timely and cost-effective acquisition of goods and services to maximize value, minimize delays, and contribute to overall project success.
- Provide guidance and interpretation of company procurement policies & procedures, FAR, DFARS, and other supplemental acquisition regulations to team members.
- Review purchase requests for completeness and accuracy; engage with requestors as necessary to resolve discrepancies and errors.
- Source, negotiate, and procure materials and services as requested through approved purchase requests.
- Perform market research, evaluate suppliers/subcontractors, issue requests for quotes (RFQs), issue requests for proposals (RFPs), analyze quotes and proposals, and select offers from approved vendors in accordance with source selection criteria serve the best interests of the business and its customers.
- Create and maintain purchase orders and subcontracts within the designated procurement system, ensuring all data-including supplier/subcontractor information, pricing, delivery schedules, and terms-are accurate, complete, and updated regularly to reflect current procurement activities.
- Track, manage, and expedite purchase orders and subcontracts to ensure timely delivery, resolve discrepancies, and manage modifications or cancellations. Ensure that all changes are properly documented and communicated to stakeholders and suppliers/subcontractors.
- Perform Procurement File Reviews for team members and provide guidance as necessary to ensure compliant procurements.
- Facilitate audit activities by providing required documentation and actively participating in discussions with auditors.
- Maintain accurate and complete procurement records, including purchase orders, contracts and subcontracts, supplier/subcontractor communications, and compliance documentation, ensuring all records comply with company policies.
- Ensure all procurement activities comply with company policies and procedures, FAR, DFARS, and other supplemental acquisition regulations.
- Identify, design, implement, and support continuous improvement initiatives.
- Ensuring staff meet performance standards, adhere to company policies, and achieve set goals.

Job RequirementsMandatory:- Bachelor's degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or related field; OR ten (10) years of specialized Federal Government or Government Contractor contracting and procurement experience.
- Education and experience may be substituted interchangeably.
- Four (4) years of experience in a direct supervisory capacity managing, motivating, developing, and overseeing staff members with responsibility for compliance.
- Two (2) years of procurement experience with a contractor purchasing system review (CPSR) compliant purchasing system.
- Proficient and experienced with automated procurement system(s).
- Intermediate presentation, teambuilding, and leadership skills.
- Intermediate level in mathematical functions.
- Proficient in MS office products including Excel and Microsoft Word.
- Ability to obtain and maintain the required intelligence community level clearance.
- Able to successfully pass any employment background check and/drug test as required.
- Ability to travel up to 25% of the time. Much of the travel is within a 60-mile radius of the assigned business office, but it also includes attendance to other domestic and international worksites and/or company offices.
- Must be a U. Citizen to obtain required NASA badge.
- Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire (candidate will be sent home if this paperwork is not provided upon arrival on date of hire).
- Must have the ability to communicate the English language, both verbally and written, in an effective manner.
- Must have, and maintain, a valid driver's license.
