Description
The Subcontractor Project Manager leads the cost, schedule, technical execution, and performance of major subcontractors control accounts, with a strong emphasis on managing complex hardware development and softwaresimulation integration efforts. This role requires demonstrated strength in subcontractor oversightdriving accountability, validating performance data, ensuring integration across workstreams, and maintaining compliance with contractual and Earned Value (EV) requirements.
Responsibilities
- Manage and oversee cost, schedule, and technical performance for major subcontractors and assigned control accounts.
- Review subcontractor schedules, budgets, deliverables, integration milestones, and EV data and ensure data meets contractual and EVMS requirements.
- Ensure scope, schedule, and budget alignment across hardware and software simulation integration activities.
- Perform earned value measurement (EV), cost and schedule variance analysis, and develop corrective action plans when needed.
- Maintain accurate Estimates to Complete (ETC) and Estimates at Completion (EAC) using disciplined EVM practices.
- Develop, maintain, and update Control Account Plans (CAPs), work packages, planning packages, and associated documentation.
- Support integration planning, technical risk identification, and mitigation across hardware/software boundaries.
- Participate in technical reviews related to trainers, simulations, concurrency upgrades, and device readiness events.
- Participate in customer meetings, including DCMA reviews, surveillance activities, and EVM compliance assessments.
Qualifications
- Experience managing subcontractors and analyzing subcontractor cost/schedule data.
- Technical background sufficient to understand hardware and software training devices, simulation systems, and integration workflows.
- Bachelors degree in engineering, business, project management, or related technical field.
- Strong communication skills for both internal and external/customer-facing interactions.
- Must be a US Citizen eligible to obtain and maintain a Secret Clearance.
Preferred Experience
- Experience as a Control Account Manager or similar role supporting EVMS-based programs.
- Work within DoD, USAF, USN, or other government simulation/training system programs.
- Experience with trainer device development, system integration, or hardware/software concurrency upgrades.
- Experience participating in IBRs, DCMA surveillance reviews, or other compliance activities.
- Familiarity with IMS development or schedule analysis tools.
