Position Overview

Under limited supervision, performs Prime Contracts job functions as assigned by management. Typical job responsibilities include, but not limited to, communications with the client, administration and management of the contract and compliance. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas:
• Guides, directs, and evaluates the activities of contracts personnel involved in bid and proposal efforts and the negotiation and management of contracts to assure compliance with company policies and procedures.
• Independently leads and supports proposal activities including, but not limited to, analyzing solicitations; preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort; participating in all proposal team meetings; preparing the terms, conditions, and assumptions upon which the proposal may be submitted; and reviewing the technical and pricing proposals for accuracy and consistency. Responsibilities also include coordinating with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.
• Acts as Lead to large proposal efforts with oversight by the Director.
• Maintains and demonstrates working knowledge of the U.S. government acquisition and procurement environment, the Prime Contract Management function and relevant company policies and procedures.
• Provides support to business and execution units in the formation of prime contracts, particularly to the extent formation may affect successful management of the prime contract, including participating in the proposal, prime contract review, joint venture and/or subcontract partnering, and risk assessment process.
• Participates in functional management team reviews.
• Ensures the following responsibilities are properly addressed, and/or delegated to the Contract Manager:
• Works with the Project Management and project team to identify and maintain the prime contracts baseline and to develop a prime contract management program for the project consistent with the established Prime Contract Administration practices and guidelines, typically including a contract brief, a contract summary, a project change management procedure and mechanisms to monitor Project compliance with prime contract terms and conditions and maintain the Project "baseline."
• Provides ongoing training in the various aspects of prime contract management to Project Management and to other key members of project team to address prime contract principles, subcontract formation and administration, identification, preparation and resolution of claims.
• Works with the Project Managers to ensure that Company's entitlement to additional time and compensation is properly documented and communicated to the Customer.
• Provides claims identification, development and presentation support to the Project team, assisting in the management and resolution of claims as required.
• Develops or validates the list of mandatory and recommended prime contract flow down clauses for incorporation into subcontracts and purchase orders and ensures those clause are being incorporated as required; also generates or verifies the accuracy and completeness of the contract brief, summary, and abstract.
• Works with Construction, Engineering, Contracts and Supply Chain Management, Legal, and Insurance and Risk Management to assist in facilitating organizational interfaces between those performing subcontract formation and administration.
• Ensures compliance to applicable Company policies.
• Ensures that projects are staffed with qualified/trained personnel responsible for the prime contract and subcontract management functions.
• Reviews, in coordination with line managers and senior functional and organization managers, financial data for projects on a regular basis to identify projects with deteriorating profitability which may need specialized contracts/claims support.
• Fosters and maintains sound and reliable relationships with counterparts in customer organizations and industry groups.
• Maintains specialized contracting knowledge in such areas as regulatory policy, offsets, and teaming arrangements.
• Regularly contributes to, and leads the development of, new concepts, techniques, and standards; and provides input for the overall objectives of the organization.
• Develops solutions to complex contracting issues that require the regular use of ingenuity and innovation.
• Ensures solutions are consistent with the organization's objectives.
• Leads cross-functional teams on a variety of initiatives.
• Undertakes special assignments as required.
• Serves as lead of a training program.

Working Conditions

Works in an office environment at a normal environmental restoration atmosphere (outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
Ability to perform primary office duties including heavy computer usage.
In some cases radiological training may be required.
