JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for planning, directing, and managing the operations, programs, contracts, projects, budget, and personnel of one or more assigned divisions within the Town.

DISTINGUISHING CHARACTERISTICS
This is a management-level classification responsible for providing leadership and oversight within one or more assigned functional areas. Work involves planning, directing, and coordinating operations, staff, programs, contracts, projects, and budgets; establishing priorities and goals; ensuring effective service delivery and regulatory compliance; and assisting with policy development within assigned areas of responsibility.

Essential Duties, Knowledge and Skills

ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town's needs.
  • Plans, directs, and manages the operations, programs, projects, and services of assigned divisions; establishes priorities, goals, work plans, and performance expectations and monitors effectiveness and service delivery.
  • Supervises assigned personnel, including selecting, training, developing, evaluating, and directing staff; assigning work, monitoring performance, and addressing performance and personnel matters in accordance with Town policies and procedures.
  • Develops, implements, and evaluates short- and long-range plans, programs, policies, procedures, and operational practices within assigned areas of responsibility.
  • Develops and administers assigned budgets; monitors expenditures, forecasts operational and resource needs, prepares financial projections, and supports responsible use of Town resources.
  • Ensures assigned operations comply with applicable federal, state, and local laws, regulations, codes, standards, Town policies, and safety requirements.
  • Manages projects, contracts, vendors, assets, equipment, and other resources applicable to assigned operations.
  • Researches and analyzes operational, financial, and program information; prepares reports, recommendations, presentations, and other information for executive management and other stakeholders.
  • Coordinates activities with other Town departments, governmental agencies, contractors, community partners, and the public; responds to inquiries and resolves complex operational or service issues.
  • Participates in emergency response and continuity of operations within assigned areas, as required.
  • Coordinates emergency and after-hours response for assigned operations, as needed.
  • Performs related duties as assigned.

POSITION SPECIFIC DUTIES
  • Manages Streets, Sanitation, Fleet, Mechanic, and Shop operations, including maintenance programs, contracted services, asset management, and replacement planning.
  • Oversees street maintenance and right-of-way operations, including pavement, signage, traffic control, and related programs.
  • Facilitates asset disposal.

Minimum Qualifications
Education and Experience:
Bachelor's Degree and 5 years of related experience; or an equivalent combination of directly related education and experience.
