Streets and Sanitation Superintendent. This position supervises, assigns and reviews the work of staff and contractors responsible for the construction and maintenance of city streets, alleys, storm drains and sanitary sewer systems; to coordinate activities with other City departments and divisions, contractors and outside agencies; and to provide highly responsible and complex administrative and technical support to the Streets and Sanitation Manager.

Ideal CandidateThe ideal candidate for the Streets and Sanitation Superintendent is a skilled leader committed to providing a safe, equitable, and sustainable maintenance program that will provide a benefit to our community, support our economy, and enhance the quality of life for all public users. They have experience in exercising supervision over projects, programs, and personnel to design, build, operate, and maintain the city's public infrastructure including but not limited to pavement, sidewalks, curb and gutter, storm drain infrastructure, sanitary sewer infrastructure, pump stations, and trails. This individual is collaborative, exhibiting exceptional teamwork, advanced communication skills, address personnel concerns, and can serve as the city's liaison to internal city departments, peer agencies, and other pertinent organizations.
The ideal candidate also has experience managing division programs including but not limited to:
- Asset management and maintenance:
- Residential pavement
- Arterial pavement
- Regional storm drain facilities
- Local storm drain facilities
- Large diameter sanitary sewer facilities

Supervision Received and ExercisedReceives direction from the Streets and Sanitation Manager.

Example of DutiesEssential Functions- Plan, prioritize, assign, supervise and review the work of staff responsible for the construction and maintenance of city streets, alleys, storm drains and sanitary sewer systems; oversee the work of contractors constructing or maintaining streets, alleys, storm drains and sanitary sewer systems.
- Oversees the activities of the division's safety committee, developing safety policies and procedures, coordinating safety training to inform staff of proper safety practices.
- Recommend and implement goals, objectives, policies and procedures for assigned programs; establish schedules and methods for providing division services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
- Plan, direct, coordinate and review work plans for assigned staff; meet with staff to identify and resolve problems; monitor work flow; review and evaluate work products, methods and procedures.
- Participate in the selection of staff; provide or coordinate staff training; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
- Oversee and administer contracts for the construction and maintenance of city streets, alleys, storm drains and sanitary sewer systems; assist with the development of the contracts, including writing specifications.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct field inspections, as necessary; recommend, within departmental policy, appropriate service and staffing levels.
- Manage and supervise the coordination of homeless encampment abatement, trail maintenance, graffiti abatement, and debris removal from the public right-of-way.
- Serve as liaison to coordinate street, storm drain and sanitary sewer construction and maintenance projects with other divisions and departments, contractors and outside agencies; negotiate and resolve sensitive and controversial issues.
- Participate in the preparation and administration of the division budget; forecast funds needed for new programs, staffing, equipment, materials and supplies; submit budget recommendations; monitor expenditures; recommend adjustments as necessary.
- Prepare and present analytical and statistical reports on operations and activities; maintain records of activities; calculate labor and equipment costs.
- Provide responsible staff assistance to the division manager; conduct a variety of organizational and operations studies and investigations; recommend modifications to programs, policies and procedures.
- Investigate and resolve difficult and sensitive citizen inquiries and complaints; prepare draft responses to inquiries from City officials.
- Oversee preparations for town hall meetings and other public forums attended by the division manager.
- Attend and participate in professional group meetings; stay abreast of trends and innovations in the fields of flood control and street and sanitation engineering and construction.
- Respond to emergencies such as flash floods, sewer line breaks and motor vehicle accidents involving division staff outside regular work hours; periodically provide on-call services outside regular work hours.

Minimum RequirementsExperienceThree years of increasingly responsible experience in street construction and maintenance, sewer construction and maintenance, civil engineering, or a field closely related to the assignment, including one year of administrative or supervisory experience.
TrainingBachelor's degree from an accredited college or university with major in civil engineering, construction management, or a field related to the essential functions. A combination of formal education and directly related work experience may substitute for the degree. The City assesses 1.5 years of full-time experience as equivalent to one year of education.
Licenses and CertificationsPossession of an appropriate, valid driver's license on the date of application.
