Description

The Strategic Pursuits Manager plays a pivotal role at BETA Group, Inc., New England's leading multidisciplinary civil engineering consulting firm, driving high impact business development opportunities across all service areas, including Civil Engineering, Environmental Services, Geospatial Asset Management, and Landscape Architecture. This individual will champion transformative infrastructure and planning projects with public and private sector clients, supporting long-term growth across the region.

Through collaboration with leadership, service area leaders, project managers, and the marketing team, the Strategic Pursuits Manager will develop pursuit strategies, drive proposal efforts, facilitate go or no-go decisions, and strengthen the BETA's competitive position and win rate. Serving as a trusted advisor throughout the business development lifecycle, from opportunity identification through interview preparation and contract award, this role brings focus and structure to key pursuits while advancing best practices and continuous improvement across pursuit processes, tools, and execution.

Responsibilities:

Strategic Pursuit Leadership
  • Manage the company's proposal pipeline to maximize win percentage, achieve high quality standards and maximize efficiency
  • Identify and implement proposal management and improvement processes to achieve the goals of firm leadership
  • Lead strategic pursuits for high-profile, complex, and high-value opportunities
  • Develop pursuit strategies that align with the firm's growth objectives and market priorities
  • Facilitate pursuit planning meetings, capture planning, and win strategy sessions
  • Guide go/no-go decision-making by evaluating opportunity fit, competition, client relationships, and probability of success
  • Coordinate pursuit teams across multiple offices and technical disciplines

Business Development and Pipeline Support
  • Partner with firm leadership to identify priority clients and strategic opportunities
  • Work with client managers and project managers to strengthen client positioning and competitive differentiation
  • Assist with account planning and long-term client growth strategies
  • Monitor upcoming opportunities and procurement forecasts
  • Support strategic teaming decisions and partner relationships

Proposal & Interview Leadership
  • Oversee the development of strategic proposals from kickoff through submission
  • Develop compelling win themes, executive summaries, and value propositions
  • Ensure proposals clearly communicate the firm's qualifications and differentiators
  • Coordinate proposal schedules, compliance, reviews, and production
  • Lead interview preparation, including messaging, coaching, mock interviews, and presentation development
  • Directly supervise and mentor the Senior Proposal Coordinator

Pursuit Process Improvement
  • Develop and maintain standardized pursuit processes, tools, templates, and best practices
  • Track pursuit metrics including wins, losses, hit rates, and lessons learned
  • Conduct debriefs following major pursuits and implement continuous improvements
  • Collaborate with marketing to maintain qualifications, resumes, project sheets, and pursuit collateral

Collaboration & Leadership
  • Build strong relationships with technical leaders, executives, and marketing staff
  • Mentor proposal coordinators and marketing professionals on pursuit strategy
  • Foster a collaborative, client-focused culture around business development
  • Stay informed of industry trends, procurement practices, and competitor activities

Location:

Preferred location is BETA's Hartford, CT office. Candidates should have flexibility to work from our other office locations. BETA also offers a hybrid work schedule, allowing employees to request working remotely up to 2 days per week.

Requirements

Required Experience/Skills :
  • Bachelor degree in Marketing, Communications, Business, Engineering, or a related field
  • 10+ years of experience in AEC marketing, business development, strategic pursuits, or proposal management
  • Experience leading large, complex pursuits within a consulting engineering, architecture, or environmental firm
  • Demonstrated success managing competitive public and private sector pursuits
  • Strong understanding of qualifications-based selection (QBS), RFQs, RFPs, and interview processes
  • Exceptional writing, editing, facilitation, and presentation skills
  • Ability to effectively communicate and interact with clients and all staff levels in a service-oriented environment
  • Excellent project management and organizational abilities
  • Proficient in Microsoft Applications (Teams, Word, Excel, Outlook)
  • Must be an organized self-starter, effective time planner, and results oriented
  • Must show strong initiative, an eagerness to learn, and the ability to work independently while being an active team player
  • Must possess a meticulous attention to detail with a focus on compliancy to processes and procedures
  • Must have a valid driver's license and reliable transportation

  • Experience with Vantagepoint or similar CRM Software


Salary Description

$101,000-$149,000 or commensurate
