- Develops the Area Commander's operational strategy and strategic intent in alignment with national-level strategy.
- Oversees all personnel, administrative, resource, and budget functions within the Resource Management Division.
- Develops, implements, and coordinates processes for completing policy and doctrine review.
- Ensures alignment of resource processes with strategic priorities across the Area's Divisions and subordinate units.
- Briefs senior leadership on a wide range of resource allocation issues to obtain and coalesce their input.

Conditions of Employment - Schedule Policy/Career positionsAs a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the Excepted service. You will obtain competitive status after two years of service in this position [if applicable]. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. The DHS Office of General Counsel will enforce prohibitions on prohibited personnel practices and not the Office of Special Counsel.
QualificationsTo qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Analyzing and evaluating disparate and complex high level strategic documents on an independent basis and as part of a group.
- Conducting and supporting various ad hoc analysis, reports, and studies on programs and projects, services, and other mission related issues.
- Applying expertise in resource management processes to optimize resource allocation and utilization.
- Developing and implementing strategies and policies for large, complex organizations, ensuring alignment with mission objectives and operational requirements.
- Making executive level presentations and conducting statistical and narrative briefings.
