Full Job Description
As the Strategic Advisor, Intergovernmental Relations & Policy, you will work closely with the Director of Legal & Legislative Services to provide senior-level strategic advice and coordination on policy development, legislative analysis, and intergovernmental relations. You will monitor emerging political and legislative developments, identify opportunities and risks, prepare executive briefings and recommendations, and help advance strategic initiatives that support the City's long-term priorities. This role requires someone who thrives in a dynamic environment, can confidently navigate complex issues, and enjoys building strong relationships both within the organization and across all levels of government.

What YOU'RE Responsible for:
  • Providing strategic advice and analysis to the Director by identifying emerging issues, risks, opportunities, and organizational impacts related to legislative, regulatory, political, and municipal developments.
  • Leading environmental scans, research, and analysis to support informed decision-making, strategic planning, and corporate initiatives.
  • Coordinating the City's intergovernmental relations activities by building and maintaining productive relationships with municipal, regional, provincial, and external partners.
  • Preparing executive briefings, Council reports, presentations, advocacy materials, and decision-ready recommendations on complex and sensitive issues.
  • Leading and supporting the development, review, and implementation of municipal policies, strategic frameworks, and governance initiatives.
  • Conducting legislative and policy analysis, including jurisdictional scans and best-practice research, to identify implications and opportunities for the organization.
  • Coordinating cross-departmental initiatives by aligning priorities, tracking commitments, and supporting implementation of strategic projects.
  • Providing guidance and consultation to internal departments on policy, governance, and intergovernmental matters to ensure alignment with corporate priorities and legislative requirements.
  • Supporting continuous improvement by enhancing planning, reporting, and decision-making processes.
What YOU Bring:
Education and Experience:
  • University degree in Public Administration, Business Administration, Political Science, Public Policy, or a related discipline. An equivalent combination of education and progressively responsible experience may be considered.
  • Minimum five (5) to eight (8) years of progressively responsible experience in strategic planning, policy development, intergovernmental relations, issues management, or a related field.
Strategic and Analytical Skills:
  • Strong knowledge of municipal government, public policy development, governance, and legislative processes.
  • Demonstrated ability to analyze complex information, identify strategic implications, and develop practical recommendations.
  • Experience monitoring legislative, regulatory, and political developments and assessing organizational impacts.
  • Excellent research, critical thinking, and problem-solving skills.
  • Ability to synthesize complex information into concise, executive-level briefing materials and reports.
Professional and Interpersonal Skills:
  • Exceptional relationship-building skills with the ability to work effectively across departments and with external stakeholders.
  • Strong political acuity, diplomacy, and sound judgment when working on sensitive or high-profile issues.
  • Excellent organizational skills with the ability to manage multiple priorities in a fast-paced environment.
  • Proven ability to influence, coordinate, and build consensus without formal authority.
  • Outstanding written and verbal communication skills, including experience preparing reports, presentations, and briefing materials for senior leadership and Council.
Technical Skills:
  • Advanced proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Experience using research tools, reporting systems, and collaboration platforms such as Microsoft Teams.
  • Ability to interpret and communicate legislative, policy, and governance information effectively.
Assets:
  • Experience within a municipal or broader public-sector environment is strongly preferred.
  • Experience supporting senior leadership, elected officials, or executive decision-making processes.
