Thurston County Public Works is recruiting for a
Commercial Stormwater Inspector to join our dynamic, energetic, and innovative Water Resources team. The successful candidate will independently manage the Commercial Stormwater Inspection and Source Control Program, helping ensure the proper maintenance of privately owned and operated stormwater facilities throughout Thurston County. This position requires broad experience in stormwater management systems, along with strong communication, collaboration, and negotiation skills to work effectively with business owners, other Thurston County departments, regulatory agencies, and the general public.
Essential functions may include, but are not limited to, the following:
- Exercises skill and judgment in dealing tactfully with the public and community groups while educating and maintaining excellent public relations. Responds to customers' questions and complaints, requests for assistance, contracted work and drainage concerns.
- Identifies and inspects local businesses, industries, multi-family properties, and sites with pollution-generating activities subject to NPDES regulations and stormwater Best Management Practices.
- Contacts commercial stormwater facility owners annually to 1) apprise them of their maintenance and reporting responsibilities, 2) provide an annual report form, and 3) apprise them of the resources available to help them carry out their maintenance responsibilities.
- Conducts annual inspections of commercial stormwater facilities and performs source control inspections.
- Conducts annual Stormwater Pollution Prevention Plan (SWPPP) inspections at county-owned facilities and coordinates corrective actions with various county departments and divisions.
- Responds to spills and performs Illicit Discharge Detection and Elimination (IDDE) inspections.
- This position may be required to respond to unanticipated emergency situations, and subject to an after-hours pager rotation.

Water Resources Specialist IIEssential Personnel: This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs.
WORKING CONDITIONS:- Work Environment - Combination of in-office setting, primarily sitting or standing at a desk, and field work throughout Thurston County.
- Travel Requirements - Occasional travel will be required to attend meetings or trainings. Travel to worksite locations to perform inspections and other duties required.
- Customer Interactions - Frequent interactions with Thurston County staff and the public.
QUALIFICATIONS: - Bachelor's degree in biology, environmental sciences, engineering, planning, or other closely related field and four years experience working in water resources, environmental issues, or other related field or other comparable experiences to successfully perform duties and responsibilities of classification. Previous experience with budget management, grant writing, administration is preferred. Or, any combination of education and experience in which the incumbent can successfully perform the essential functions of the position.
- Must have the ability to utilize a personal computer with related software to perform the essential functions of the position.
- Must have a current Washington State Driver's License or have requested and obtained an appropriate accommodation.
- Depending upon area of assignment, may be required to obtain some or all of the following certifications within the first (1st) year of employment: Pipeline Assessment Condition Program/Manhole Assessment Condition Program (PACP/MACP) certification, Certified Erosion Sediment Control Lead (CESCL) certification, Traffic Control/Flagging certification, and/or Confined Space certification; it is a requirement that these certifications be maintained.
DESIRED SKILLS: - Ability to communicate effectively both orally and in writing with all levels within the organization.
- Ability to organize and prioritize work and maximize the utilization of computer resources.
- Ability to read and understand construction plans and evaluate constructed facility compliance with the design.
- Ability to establish and maintain effective working relationships with a variety of individuals and groups including customers in high stress situations.
- Ability to prioritize work, meet deadlines, and manage many projects simultaneously.
- Experience using asset management, GIS, or other database software.
- Knowledge of relevant local, state, and federal regulations.
- Knowledge of the techniques and equipment used in stormwater construction, maintenance, and repair.
- Knowledge of pollution prevention principles and source control Best Management Practices for pollution-generating activities.
- Knowledge of illicit discharge detection and elimination methods.
