This opportunity resides with All-Domain Operations (ADO), a business group within HII's Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

Summary

The Science and Technology Advisor provides SOUTHCOM J36 with Science and Technology expertise in counternarcotics operations and serves as the technical authority in engineering and technology for the counternarcotics portfolio. The role supports the National Defense Strategy priority to defend the homeland, specifically countering narco-terrorists, and serves as the technical expert S&T advisor to DASW CN/GT.

What You Will Do

  • Serve as the technical expert Science and Technology advisor to DASW CN/GT and to SOUTHCOM J36 on the counternarcotics technology portfolio.
  • Identify innovative solutions to counternarcotics operational gaps, working with industry and the Defense laboratories.
  • Advise on critical operational problems affecting counter drug operations and asymmetric threats where a technical solution is available through RDT&E channels or through emerging technology.
  • Interface with Department of War and non-Department of War laboratories and centers and with other agencies to plan and execute new technology development programs, including the Office of Naval Research, U.S. Customs R&D, U.S. Army Materiel Command, Naval Surface Warfare Center, and the Defense Advanced Research Projects Agency.
  • Write proposals to secure additional resources from OUSW and from Military Service RDT&E programs.
  • Coordinate operational evaluations and transition new capabilities into counternarcotics operations.
  • Identify needed operational capabilities, evaluate emerging technologies, and lead demonstration efforts such as Advanced Concept Technology Demonstrations, Fleet Battle Experiments, and operational demonstrations.
  • Apply knowledge of the Planning, Programming, Budgeting and Execution (PPBE) process and of funds management for military system acquisition to plan, budget, and recommend execution plans across the development program cycle.
  • Advise on the cost, schedule, and performance risks that affect counternarcotics detection and monitoring capabilities, and shape future investment in the counternarcotics portfolio.
  • Serve on project selection panels, funding planning, and industry technical reviews, in accordance with corporate ethics standards and STINGRAI Task Order terms.
  • Advise the Government lead on stakeholder relations and on aligning research portfolios of significant value with operational requirements, facilitating collaborative capability development.
  • Deliver briefings on mission status, problem situations and their resolution, and recommendations for shortfalls in J36 and SOUTHCOM technology plans, policy, and programs.


What We Are Looking For

  • 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
  • Recognized expertise in the analysis and evaluation of technologies, systems, and programs of significant difficulty and national significance.
  • Professional knowledge of, and skill in applying, the theories, concepts, principles, and methodologies of an engineering discipline sufficient to research, analyze, interpret, and carry out difficult and unconventional assignments.
  • Working knowledge across several branches of engineering, for example industrial, mechanical, and electrical, and of the engineering principles, practices, and techniques that inform acquisition decisions and the evaluation, planning, and management of projects.
  • Experience supporting counternarcotics projects for SOUTHCOM or for another combatant command.
  • Demonstrated results with RDT&E project funding proposals and their execution, and the ability to bring lessons learned from that work.
  • Experience across the full range of detection, monitoring, and interdiction operations, spanning aircraft, ships, and stand-alone sensor platforms.
  • Established working relationships across the Counter Threat Networks, Counter Terrorism, and Counter Drug technology communities.
  • Ability to develop new concepts and to plan and evaluate long-range programs in support of a command mission.
  • Strong briefing skills, with experience presenting technical recommendations to senior Government leadership.
  • Clearance: Must possess and maintain a Top Secret clearance with SCI access.


Preferred: Bonus Points For...

  • Prior service or civilian experience at SOUTHCOM, JIATF-South, or another counternarcotics organization.
  • Experience with Advanced Concept Technology Demonstrations or comparable rapid capability transition efforts.
  • Experience aligning a research portfolio to operational requirements across multiple funding sponsors.
  • Familiarity with autonomous and uncrewed systems, maritime sensing, or ISR payload integration.
  • Spanish speaking language capability.
