About This Position:Geospatial Programs serves as the Department's lead authority for implementing and overseeing all responsibilities assigned to DOTD under Title 70, Part XXIX of the Louisiana Administrative Code, including maintenance, governance, and dissemination of the Statewide Geospatial Database of Louisiana.
The incumbent provides statewide leadership for geospatial standards, base map development, metadata compliance, and authoritative data layer management as required. This position ensures coordination between the GIS Program, the Location & Survey Section, and other state, federal, and local partners to support elevation (including LiDAR), transportation, hydrography, boundaries, land cover/land use, structures, PLSS, and geographic name standards defined in regulation. The position oversees the GIS Manager and the Geospatial Liaison and provides strategic direction for enterprise geospatial activities that support engineering, planning, construction, mapping, and statewide decision making. While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. As a representative of DOTD, the incumbent may be appointed to serve on local, state, or national boards, commissions, committees, etc.

Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
A bachelor's degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties:- Serves as the Department's responsible official for carrying out all duties defined in Title 70, Part XXIX, Chapter 1, including the purpose, creation, management, standards, and availability requirements of the Statewide Geospatial Database of Louisiana.
- Provides strategic direction for the enterprise GIS and the Statewide Geospatial Database, ensuring alignment with DOTD business needs and statutory responsibilities.
- Supervises and coordinates the work of the GIS Manager and Geospatial Liaison to ensure integrated workflows across GIS enterprise unit, and the Remote Sensing unit within the Location & Survey Section.
- Maintains authoritative data stewardship practices ensuring that the Statewide Geospatial Database remains the standard source of base map geospatial information for state operations (§109).
- Represents DOTD on statewide, federal, and regional committees, task forces, councils, work groups, and coalitions related to geospatial standards, the Louisiana Administrative Code, and enterprise geospatial governance.
- May be required to perform other duties as necessary, including but not limited to emergency or disaster response support and additional assignments required for statewide program operations.
