Position SummaryThe State Construction Engineer assists the Deputy Administrator / Chief of Construction in overseeing the Statewide Road and Bridge Construction Program. This includes the following tasks: evaluating construction contract bids; reviewing and approving contract documents for amendments, payments and contract closeout; and tracking spending. In addition, the position is responsible for troubleshooting field issues; responding to complaints and inquiries; serving on various department committees and setting policy and procedure for construction contract management.
This position is critical for ensuring that MassDOT - Highway staff and construction contractors comply with established departmental standards for safety, quality, performance and cost controls as well as for ensuring that those policies and procedures are implemented consistently across the Commonwealth.
Duties and Responsibilities- Advise the Deputy Administrator / Chief of Construction in directing the implementation of all policies, programs, and procedures which are formulated and mandated by law relative to construction operations. Review and approve contract documentation to support construction spending statewide including bid evaluations, recommending contract awards, funding documents and contract amendments.
- Recommend and draft changes to standards specifications and standard operating procedures for the Construction Division.
- Respond to requests from the District construction personnel to assist with problem resolution, both technical issues and procedural issues. Develop both short and long -term Construction plans for MassDOT in accordance with the mission and goals established, while facilitating and enhancing the delivery of Construction services throughout the Commonwealth.
- As a key representative for the Deputy Administrator and Construction Section, the Construction Engineer serves on the Prequalification Committee, the Claims Committee, the Cost Recovery Committee, the Specifications Committee and other Committees as necessary.
- Innovate, lead and supervise professional level staff including the Assistant Construction Engineer, Claims Manager, Area Engineers and construction financial staff. In close collaboration with the Deputy Administrator / Chief of Construction, the Construction Engineer will direct and ensure a cohesive agency wide approach to construction operations. The Construction Engineer will contribute to fulfilling and exemplifying the Secretary's and Deputy Administrator's goals by developing and implementing a comprehensive plan to increase and improve construction operations for the Commonwealth.
Other duties, as assigned such as:
- Act as Deputy Administrator / Chief of Construction Engineering when absent.
- Compile cost and schedule information to support management decision making.
- Respond to Contractor inquiries regarding payments, contract amendments and field issues.
- Respond to FOIA requests.
- Respond to requests from oversight agencies and departments related to evaluation of MassDOT construction program performance for SWRB programs.

At least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in: Engineering work in construction, construction management, construction/bridge/tunnel or building inspection, electrical, HVAC, traffic, survey, design, transportation, hydraulics, structural, facility, sanitary, drafting, environmental, highway, architectural, airport, soils or materials testing. Of which (B) at least three (3) years must have been in a managerial capacity.
A current and valid Massachusetts Professional Engineer's (PE) License may substitute for one (1) year of the required (A) experience. Based on assignment, a current and valid Massachusetts PE license may be required.
