Staff Accountant - DevelopmentReports To: CFO
FLSA Status: Exempt
Salary Range: $84,000 to $87,500 DOE + annual performance bonus
This position requires on-site presence in El Paso, TX; it is not eligible for remote or hybrid work, and relocation assistance is not provided. Applicants must be legally authorized to work in the United States on an ongoing basis; the Agency does not provide immigration sponsorship, now or in the future, for this position.
POSITION SUMMARY
The Staff Accountant - Development plays a lead role in the Development Department's construction and loan closing process, overseeing draw submission and preparation, preparing the construction loan closing draw, and assisting with permanent loan conversion. The role also supports the Development Department through budget and actual financial variance review, forecasting, analyzing financial trends, month-end reporting, year-end reporting, and annual financial reporting.
SPECIFIC DUTIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:
• Maintains the integrity of general ledger accounts through account reconciliations and analysis.
• Maintain predevelopment expenses and bill these at construction closing
• Work with the construction team and process pay apps for each project
• Prepares and reviews monthly project-level financial reports for assigned development projects, identifying cost overruns/discrepancies and recommends corrective action.
• Prepares all necessary monthly and assigned journal entries, to maintain and balance general ledgers, subsidiary ledgers, and trial balances.
• Reconcile all draws to the general ledgers every month
• Oversees preparation and submission of monthly construction draws for development projects, including preparing the construction loan closing draw and assisting with permanent loan conversion.
• Ensures all draws are filed timely and maintained in an audit-ready state.
• Prepares monthly reconciliations of pre-paid development fee funds and collects all advances.
• Performs inter-company reconciliations.
• Develops and reports metrics and key performance indicators resulting from monitoring and tracking budgets.
• Prepares cash flows and budgets.
• Provides excellent customer service internal and external customers.
• Partners with cross-functional teams to solve business challenges and implement Agency initiatives.
• Resolves and/or escalates issues from internal stakeholders and/or business partners.
• Establishes and maintains effective working relationships with Agency employees, lenders, counsel, and development partners.
• Ensure proper internal controls are in place and consistently monitored.
• Other duties as assigned.
Requirements
JOB QUALIFICATIONS AND KNOWLEDGE REQUIREMENTS
• Bachelor's degree from an accredited college or university in accounting or related field is preferred; a minimum of 7 years of progressive accounting experience - including at least 3 years in general ledger and development/construction accounting, with demonstrated experience in financial reporting, budgeting, forecasting, planning, and budget variance analysis - is required. Candidates without the degree will be considered if they have 7+ years of direct, hands-on experience specifically in construction, real estate development, or affordable housing accounting.
• Must have previous direct working experience performing inter-company transactions and reconciliations.
• Must have working experience in participating and contributing to the completion of corporate and statutory audits, including the preparation of audit schedules.
• Must have knowledge and experience in the application of financial reporting principles.
• Knowledge of and direct experience with HUD-regulated public housing accounting and compliance (e.g., PHAS, HUD reporting requirements) is preferred.
• Must be able to maintain professionalism while under pressure related to multiple deadlines demands.
• Must have the ability to analyze, review, and complete reports within specific deadlines.
• Must have the ability to prioritize and organize assigned tasks to achieve optimal use of time.
• Previous working experience with YARDI preferred.
• Must be highly proficient in using Microsoft Excel.
• Must be moderately proficient in Microsoft Office Suite (Word, Outlook, etc.).
• Experience in real estate or construction accounting is highly preferred.
• Must have excellent communication skills and be able to communicate in a clear and concise manner, both oral and written.
• Bilingual skills (Spanish/English) are a plus.
• Must have critical thinking and strong analytical skills.
• Must have the ability to work with little supervision, and exercise independent judgment.
