The QCM/SSHO will be Implementing the Quality Control and Safety Programs located at Weed Army Community Hospital, Ft. Irwin, CA. The QCM/SSHO will have direct responsibility for the compliance with the Site-Specific Safety Plan and Quality Control Plan. Located at Weed Army Community Hospital, Ft. Irwin, CA.
The QCM/SSHO will understand and be knowledgeable with NFPA and OSHAcodes and standards along with knowledge of the National Electric Code (NEC), Environmental Protection Agency (EPA), The Joint Commission (TJC), American Association for Ambulatory Health Care (AAAHC), and Occupational Safety and Health Administration (OSHA).
RESPONSIBILITIES AND DUTIES: - Reports directly to the PM/CA and indirectly with the Valiant Corporate QC Director and Valiant Corporate Safety Officer
- Overall responsibility for Valiant's Quality Control Management Program and Safety Management Program for the TO
- Has full authority to act for Valiant on all Quality and Safety matters relating to daily operation of TO
- Will be onsite during normal duty hours (0900 to 1800) and be on-call 24/7/365, return to site within one hour of any emergency situation and will provide guidance to Valiant staff &responding to the situation; will report all findings to the PM/CA
- Responsible for designation of alternate QCM/SSHO when absent
- Ensures O&M work is performed IAW all applicable Quality and Safety Rules/Regulations
- Provides leadership and professionalism in encouraging Valiant staff to follow methods and procedures of Quality and Safety
- Maintains Quality and Safety records and reports and issues correspondence as required
- Develops, implements, and assures that all staff and subcontractors adhere to the Quality Control Plan requirements
- Performs work order inspections IAW frequencies as specified in TO SOW 2.1.1.c (100% Emergencies, 10%Scheduled/Unscheduled)
- Monitors the performance of all QC activities including work order quality inspections (scheduled and random) documented in DMLSS QC program IAW TO SOW 2.1.1.s
- Provides Quality training to all Valiant staff and subcontractors to maintain Quality standards
- Develops, implements, and assures that all staff and subcontractors adhere to the Site Safety & Health Plan requirements
- Designates alternate SSHOs, DRs, or CPs as required by the AHA when work is performed after hours
- Responds and reports on incidents/accidents. Evaluates current best practices and recommends changes where necessary
- Assigns RAC levels to work orders (TO SOW 2.1.1.i)
- Regularly visits work areas checking for AHA adherence and any safety violations or work that is not being performed IAW AHAs or safety regulations
- Coordinates with OSHA officials and on-site Government Safety Officers; keeps abreast to changes in safety regulations
- Submits USACE Prime Contractor Monthly Record of Work-Related Injuries & Exposure Hours not later than 10 calendar days after the end of the reporting month to the COR
- Will attain/maintain Environmental Compliance Officer certification IAW TO SOW paragraph 2.4.8.8
QUALIFICATIONS: - Will have at least five (5) years' QC experience in healthcare setting and five (5) years' experience as a Safety Manager
- Has had direct engagement in at least 1 full TJC survey in major hospital facility
- Must meet the requirements of EM-385-1-1, including completion of the OSHA 30-hour course
EDUCATION REQUIREMENTS: - High school diploma or equivalent Certification required.
- Must have a valid State Vehicle Operators Permit.
- Ability to read, write, speak, and understand English.
- General knowledge of quality,disciplines and project management.
- Competence with Microsoft Office products to include Word and Excel.
PHYSICAL REQUIREMENTS: - Must be able to travel to job location by automobile and commercial airline.
- Must be able to lift up to 10 pounds on a regular basis and up to 50 pounds as needed.
- Must be able to work in the sitting position for 8 or more hours per day.
- Must be able to walk/travel to various locations within the facility and satellite locations to perform inspections.
- Must be able to work at a compute station for extended periods of time.

- Will be required to possess valid state and facility licenses to operate a vehicle in the performance of their duties
