Proposed Work Location: Census Bureau Headquarters, Suitland, Maryland

SNAP is pursuing a contract with the U.S. Census Bureau to provide an experienced Sr. Technical Writer. The preferred candidate will possess Census Bureau experience, excellent people and leadership skills, and great communication and presentation skills. This position will lead and will serve as a mentor for a team of Technical Writers on a large program supported by more than 100 full-time employees.

The selected candidate will perform the following duties (this is not a comprehensive list of all duties to be performed):
  • Program/Project Charters.
  • Business Cases, Business Plans, Business Continuity Plans.
  • Management Plans (e.g., Test and Evaluation, Systems Engineering and Integration).
  • Risk Management documentation (e.g., program/project risk register, risk mitigation plans).
  • Project Technical Packages (PTP) including working product procedures; technical documentation (e.g., work flow documentation, Business Process Modeling drawings, Detail Design Specification, Requirements Documents, Development and testing strategy).
  • Project Closeout Plans.
  • Lesson Learned.
  • Internal Census Bureau and Decennial Directorate IT policies.
  • Executive and external stakeholder program/project presentations Program Management Reviews (PMRs).
  • Develop processes and strategies of projects throughout all phases of the Document Development Life Cycle (DDLC) (e.g., analysis, designing, development, implementation, evaluation, maintenance) for Decennial Programs and Operations.

Technical Qualifications/Requirements

Qualified candidates should have:

  • Previous experience working as a Senior Technical Writer on a similar-sized project.
  • Extensive knowledge of the Document Development Life Cycle (DDLC).
  • Extensive knowledge of the ADDIE Model.
  • Working knowledge of software development lifecycle (waterfall and agile).
  • Knowledge and experience, which demonstrates the ability to work well with others in a team environment.
  • Extensive experience in developing technical documentation for software systems.
  • Extensive experience in designing and developing technical documentation.
  • Extensive experience in analyzing documented requirements, developing supporting documentation and eliciting feedback from the subject matter experts, and the target audience from which the documentation is written.
  • Experienced in developing specifications.
  • Extensive experience in analyzing and interpreting specifications from which technical
    documentation will be written.
  • Experience editing and proofreading, taking meeting minutes, writing logical instructions,
    developing training manuals, procedural manuals, self-studies, user guides, workbooks, job aids, training exercises.
  • Experience developing training need assessments and evaluations.
  • Highly skilled in the use of standard office software packages (e.g., Excel, Word, Access etc.)
  • Ability to multi-task and meet established deadlines for multiple projects simultaneously.
  • Ability to work in a high pressure, production environment.
    Education/Certifications
  • Degree in English, Journalism, English, Liberal Arts or appropriate related discipline.
  • Degree or certification in instructional design, instructional technology, instructional learning sciences, educational technology.
