Position Summary

Position Summary:

Senior Level Preconstruction and Cost Estimating Manager Position reporting to VP of Facility Development and supporting Directors.

Responsibilities

Essential Functions:
• Leads the project cost estimating for major hospital and outpatient projects including early concept estimates, target value design, progressive cost updates during designs, and then working with selected CM teams as they develop their GMP values for various AIA contracts.
• Assist project and design teams on the values of options for facades, structures and interior choices to maintain budgets.
• Work with legal team on early Pre-Con contracts, amendments for early work and final GMP contracts terms and conditions.
• Work with project managers and legal team for use of most appropriate AIA contracts formats for each project and keeping formats updated along with required backup documentation.
• Work in conjunction with project managers, senior project managers, internal and project design teams to review plans and specifications for quality control, completeness, constructability, to assure through bid and project documents including proper responsibility matrix, checklist, and code compliance. Where and when required, bring in third part peer or code reviewers.
• Provide early draft contracts for new RFP's being issued to assure strict compliance with PH contract terms and conditions.
• Extensive Knowledge of Guaranteed Maximum Cost (GMP) CM contracts including cost negotiation and controls in GMP contracts
• Lead cost review efforts for project teams on issuance of CCDs, required change orders, use of contingencies, amendments to GMP contracts and needed ODP credits and close outs.
• Manage and engage project cost auditing process including early General conditions, hourly rates, and insurance and bonds.
• Support and follow up on initial, Mid-term and final project audits to assure Orlando Health is pay for actual cost only on cost plus GMP contracts.
• Assist and lead the process with internal and exterior project managers with AIA contracts for design and program management.
• Research and maintain benchmark and current construction costs for the various sizes and types of projects at Orlando Health
• Track current and recently completed project spends across trades to develop and maintain reliable SF unit costs models.
• Support P.M.'s and Sr P.M.'s with Strata project budgets setups, ROM Budgeting process, CO process and cost analysis.
• Maintain updated project unit cost and square foot cost figures for accurate future budgets based on historic cost.
• Assist PM's and Sr PMs and Directors with early benchmark project schedules and contract CPM analysis as well as schedule update review that impacts completion.
• Maintains reasonably regular, punctual attendance consistent with Orlando Health policies, AHCA code, FGI code. the ADA, FMLA and other federal, state and local standards.
• Maintains compliance with all Orlando Health policies and procedures.

Other Related Functions:
• Assist in creation and analysis of early project concepts plans and support Design teams in cost related decisions.
• Create regular updates to monthly project cost and schedule review to assure compliance and accurate reporting.
• Provide monthly update projects status report assembling data from eBuilder, Strata and project files, reports.

Qualifications

Education/Training:

Minimum of BA/BS in Business/Accounting, Construction Project Management fields with extensive relevant project cost and estimating experience. Advanced Degree is preferred. Strong Computer skills and training with Excel, eBuilder, CAD, estimating, P6 CPM schedule, job cost accounting desired.

Licensure/Certification:

One or more qualifications such as CPE, PMP, MBA, CHB or a CPA or JD are beneficial but not specifically required if enough overall experience.

Experience:

10-15 years minimum experience desired in building contracts for major hospital and medical projects. Extensive construction management, contracts management and cost management /audit process working with GMP contracts in an Owner and or CM role. Experience on major project cost estimating and project contracting, negotiation, establishment/maintenance of GMP AIA contracts that vary from $5 million to $500 million in value. In addition to technical skill sets, this individual needs to have excellent negotiation skills, people skills and function well in a large corporate team-based structure.
