Overview

The Project Manager, Organizational Change Management (OCM), Compliance & Continuous Improvement, serves as the integration point between project management, change management, compliance improvement, and operational excellence functions within Gas Operations. This role leads cross-functional initiatives focused on Organizational Change Management (OCM), Management of Change (MOC), compliance improvement, audit findings remediation, process standardization, and operational transformation efforts across Gas Distribution and Gas Transmission. The position partners closely with Gas Compliance, Operations, Safety, IT, Training, PMO, and business leaders to drive sustainable improvements that strengthen regulatory compliance, operational effectiveness, employee adoption, and organizational readiness for change. The successful candidate will provide end-to-end project leadership while applying change management and continuous improvement methodologies to address complex operational challenges, improve compliance performance, and support strategic business objectives. This role requires strong project management, stakeholder engagement, facilitation, governance, analytical, and process improvement experience in a utility, regulated, or operational environment.

Responsibilities

Key Responsibilities

Project & Program Management

  • Lead multiple concurrent compliance, operational excellence, and process improvement initiatives across Gas Operations.
  • Develop and manage project charters, business cases, schedules, budgets, milestone plans, risk registers, communication plans, and status reports.
  • Establish project governance structures and facilitate leadership reviews, steering committee meetings, and executive updates.
  • Coordinate activities across business, IT, compliance, safety, training, and operational teams to achieve project objectives.
  • Monitor project performance and ensure initiatives are delivered within scope, schedule, budget, and quality expectations.
  • Manage project dependencies, risks, assumptions, issues, and decisions (RAID) and escalate concerns appropriately.

Organizational Change Management (OCM)

  • Develop and execute change management strategies for operational, process, technology, and compliance-related initiatives.
  • Conduct stakeholder analyses, change impact assessments, and organizational readiness evaluations.
  • Create and implement communication, engagement, training, and sustainment plans.
  • Partner with leaders to strengthen sponsorship and organizational commitment to change.
  • Establish and support change champion networks and stakeholder engagement programs.
  • Identify and proactively manage change resistance and adoption risks.
  • Measure adoption, effectiveness, readiness, and sustainment of implemented changes.
  • Track benefits realization and ensure intended business outcomes are achieved.

Management of Change (MOC)

  • Support the development, implementation, and continuous improvement of Management of Change processes and governance practices.
  • Ensure operational, procedural, technological, and organizational changes are appropriately documented, reviewed, assessed, approved, and communicated.
  • Coordinate cross-functional reviews and implementation planning activities.
  • Facilitate alignment between MOC requirements, compliance obligations, training activities, and operational execution.
  • Support process standardization efforts that reduce risk and improve consistency across Gas Operations.

Compliance & Audit Findings Management

  • Partner with Gas Compliance and Operations leaders to track, prioritize, and resolve audit findings.
  • Develop remediation plans and monitor corrective actions through closure.
  • Identify systemic issues and recommend sustainable process improvements.
  • Support internal audits, regulatory reviews, and compliance assessments.

Continuous Improvement & Process Optimization

  • Facilitate process mapping, root cause analysis, future-state design, and continuous improvement workshops.
  • Identify opportunities to improve operational efficiency, compliance, quality, customer outcomes, and employee experience.
  • Apply Lean, Six Sigma, Continuous Improvement, and problem-solving methodologies to improve business performance.
  • Develop and maintain standardized operating procedures, process documentation, workflows, and work instructions.
  • Support implementation and sustainment of process improvements across operational teams.
  • Monitor benefits realization and value delivery associated with improvement initiatives.

Governance & Risk Management

  • Maintain project controls, governance documentation, decision logs, and issue management processes.
  • Support governance boards and leadership forums through effective reporting and decision support materials.
  • Assess project, operational, compliance, and adoption risks and develop mitigation strategies.
  • Ensure quality assurance practices and documentation standards are consistently followed.
  • Promote accountability through structured governance, reporting, and continuous monitoring processes.
  • Stakeholder & Executive Engagement
  • Build strong partnerships across Gas Distribution, Gas Transmission, Compliance, Safety, Training, IT, PMO, and Leadership teams.
  • Facilitate workshops, working sessions, and stakeholder alignment meetings.
  • Present recommendations, risks, project progress, performance insights, and outcomes to various levels of leadership.
  • Facilitate consensus among diverse stakeholder groups and navigate competing priorities.
  • Foster collaboration and effective communication across cross-functional teams.
Qualifications
  • Bachelor's degree in Business Administration, Engineering, Operations Management, Organizational Development, Project Management, Communications, or a related field.
  • Minimum 5 years of experience leading cross-functional projects, programs, or business improvement initiatives.
  • Experience in project management, organizational change management, compliance programs, process improvement, or operational excellence initiatives.
  • Experience working within regulated, operational, utility, energy, manufacturing, transportation, or related environments.
  • Demonstrated ability to lead complex initiatives involving diverse stakeholder groups.
  • Strong facilitation, communication, organizational, and problem-solving skills.
  • Experience developing executive presentations, status reports, dashboards, and business recommendations.
  • Proficiency with Microsoft Office Suite and collaboration tools.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Prosci Change Management Certification or equivalent OCM certification.
  • Lean Six Sigma Green Belt, Black Belt, or equivalent Continuous Improvement certification.
  • Experience supporting utility compliance programs and regulatory environments.
  • Experience with Management of Change (MOC) processes and governance.
  • Experience with SharePoint, Smartsheet, Power BI, Visio, Microsoft Project, or similar business tools.
  • Experience supporting audit remediation, regulatory findings management, corrective action programs, or operational readiness initiatives.

Wage Data Per State Requirements

Salary range for this position is $120,000 - $160,000 annual. The starting salary will be commensurate with skill, education, experience, and working environment.
