Full Job Description
Primary Purpose

The Senior Project Controls Scheduler is a key member of BGE's Project Initiation Team, responsible for developing and maintaining integrated project schedules during the early phases of major Transmission capital projects. This role focuses on building high-level, milestone-driven schedules that support project scoping, feasibility, and readiness for Phase 1 authorization. Working closely with Project Managers, Project Controls, Planning, Engineering, and Estimating, the Senior Scheduler develops schedules based on evolving scope, assumptions, and constraints, ensuring alignment across technical, financial, and governance inputs. The position plays a critical role in identifying schedule drivers, risks, and timing constraints early in the project lifecycle, enabling more accurate forecasting and informed decision-making. In addition, the Senior Project Controls Scheduler supports scenario planning and schedule risk analysis, helping the team evaluate alternatives, anticipate delays, and understand impacts to key milestones and cash flow timing. This role ensures schedules are clear, defensible, and suitable for governance review, while maintaining consistency with project controls standards. The Senior Project Controls Scheduler does not support execution scheduling instead, the role ensures that projects are transitioned to execution teams with a well-defined schedule framework, transparent assumptions, and a clear understanding of risks and dependencies improving execution readiness, reducing uncertainty, and strengthening portfolio predictability.

Primary Duties

  • Build reports, earned value metrics and schedules to assist in Centrally Managed work execution and revise schedules to recover from missed milestones, project changes and emergent events. Develop and report out earned value, CPI, and SPI indicators. (25%)
  • Create Integrated Master Schedule (IMS) and portfolio views of all projects. Provide resource loading and utilization for integrated resource reports. Develop reports and perform historical trending research. Update schedule status weekly, biweekly or monthly, depending on the project/program. (20%)
  • Develop and updates of standard schedule templates of typical projects and programs. Make updates in scheduling tools to adjust work order/material request start and finish dates to support dynamic project needs. (10%)
  • Participate in project team meetings including financial forecasting session to ensure schedule and cost alignment. (10%)
  • Interface with other departments and within the department and represent Project Management/Controls regarding schedule process and procedural issues. Serves as a change agent and fosters a high performance culture and promotes diversity and inclusion. (10%)
  • Ensures that all projects are statused, placed in service, and closed out in appropriate timeframes in all operational systems. Ensure adherence to the scheduling procedure by developing weekly, monthly and long-term detailed critical path schedules. (10%)
  • Perform workload, and union impact analysis, and forecast needs for internal and external resources. (5%)
  • Provide 24/7 on call scheduling support for emergent projects. (5%)
  • Participate in job walk downs in the field. (5%)

Minimum Qualifications

  • Minimum: Academic/Formal Training: Bachelor's degree in Business, Financial or Technical Field Job Related/Experience: 4-7 years related experience, or in lieu of Bachelor's degree, 6-9 years relevant experience is required.
  • Specialized Skills, Knowledge, License Requirements/Registrations, Etc.:
  • Ability to build a schedule from an estimate, Project Diagram or verbal Scope of Work.
  • Strong analytical skills and evaluation techniques Experience and proficiency in using PC software and mainframe computer applications such as Excel, Access, Power Point, MS Project, Asset suite 8, Primavera P6
  • Excellent verbal and written communication skills
  • Demonstrated ability to effectively prioritize a variety of independent assignments and meet deadlines.
  • Ability to effectively interface with all levels of management.
  • Demonstrated ability to effectively facilitate meetings, problem solve and drive to resolution.
  • Ability to schedule and facilitate project meetings with all stakeholders in office or field environment.
  • Ability to work flexible hours and in field construction sites.
  • Ability to handle conflict

Preferred Qualifications

  • Demonstrated experience supporting early-stage project initiation and feasibility, including development of high-level and milestone schedules prior to full design completion.
  • Strong expertise in schedule development and critical path methodology, with the ability to build schedules based on limited information, assumptions, and evolving scope.
  • Experience performing schedule risk analysis and scenario planning, including identifying key schedule drivers, constraints, and impacts to major milestones.
  • Understanding of how schedule integrates with cost, cash flow, and risk, and ability to support forecasting and readiness discussions.
  • Proven ability to coordinate cross-functional inputs (Planning, Engineering, Estimating, Project Management) to develop aligned and realistic schedules.
  • Experience developing schedules to support governance and capital authorization processes, including readiness reviews and milestone approvals.
  • Familiarity with Transmission project lifecycles, including planning timelines, permitting constraints, and long-lead equipment considerations.
  • Advanced proficiency in Primavera P6 or similar scheduling tools, with ability to clearly communicate schedule assumptions, risks, and confidence levels.
  • Ability to work effectively in a matrixed environment, influencing stakeholders and ensuring schedule inputs meet quality and consistency standards.
  • Experience supporting time-sensitive or accelerated efforts, delivering defensible schedules under compressed timelines.
