Full Job Description
PRIMARY PURPOSE OF POSITION

Responsible for driving excellence in project controls across the Constellation fleet by developing/maintaining/enhancing processes, standards, procedures, and management tools to improve fleet project management functional area performance. Lead and support for PM on tool and process enhancements, and support Fleet Outage Lessons Learned, INPO/WANO assessments, INPO IER responses, etc. Ensures compliance with management model controls through governance, oversight, and support (including high level reporting, indicators, assessment reviews, and fleet-wide training). Function as an interface for the PM fleet as a Subject Matter Expert on Project Controls.

PRIMARY DUTIES AND ACCOUNTABILITIES
  • Provide support for fleet Project Management, including project control policies, programs, processes and standards. Includes development and maintenance of standards, computer systems, use of the the PM SharePoint site to support project management /controls practices, reporting and performance metrics and performance of assessments on practices. (35%)
  • Provide support to fleet Project Management in implementation and use of project management tools and T&RMs to support project management control practices, reporting and performance metrics (20%)
  • Support the Site PM organization effectiveness through assessments and benchmarking. Function as the SME for the various PM Tools, i.e. Engage Finance, Cost Estimating Tool, Complexity Model, etc. (15%)
  • Analyze Project Management performance gaps and develop/lead formal training to resolve departmental weakness. (15%)
  • Coach/Mentor other project controls resources, PMs and contractors on project management fundamentals. (10%)
  • Support Project Management fleet with FOLL, INPO/WANO assessments, INPO IER Responses and other industry efforts (5%)
  • Assist in functional area required collateral duties, i.e. CAPCO, Business Planner


MINIMUM QUALIFICATIONS
  • Bachelor's degree (engineering/construction management, IT, business management or financial) with 5 years' experience in project management, project estimating, IT, and/or cost related experience.
  • Or At least 8 years' experience in project management, project estimating, IT, and/or cost related experience in related industry.
  • Competency in development and integration of complex data management and reporting systems and in development of tools and techniques required to support project management controls/practices
  • PMP Certification (within 18 months of starting position)
  • Strong communication and leadership skills
  • Thorough computer-based analytical skills (e.g.: Access, Excel-based analysis)

PREFERRED QUALIFICATIONS
  • MBA and/or PMP
  • Project Management and/or Project Controls Experience
