Overview

Join our team as a Senior Program/Project Manager and support the Cybersecurity and Infrastructure Security Agency's (CISA) Integrated Operations Division by leading strategy, governance, and performance analytics for a mission-critical operations division. You will guide cross-functional teams, translate complex organizational data into executive-ready insights, and drive strategic initiatives from concept to completion, ensuring measurable improvements in organizational performance and decision-making.

 

**Position is contingent upon contract award**

 

 

Work Schedule and Location:

Hybrid: This full-time hybrid position will work Monday through Friday, 8am to 5pm with occasional on-site presence required at government site in Arlington, VA for meetings, mission support, training, or other official business.

Responsibilities
  • Serve as the single point of contact for all contract work performed under this task order, coordinating across four service areas: strategy/governance/information management, data analysis/BI/visualization, business/requirements analysis, and service delivery/operational integration
  • Lead the development and tracking of key performance indicators (KPIs), organizational dashboards, and executive-level performance reports for CISA IOD leadership
  • Facilitate strategic planning initiatives, governance frameworks, and performance-improvement programs in partnership with IOD stakeholders and CISA's CIO/CDO offices
  • Analyze organizational performance data and translate findings into clear, actionable recommendations for senior leadership
  • Manage cross-functional project teams, coordinating scheduling, deliverables, quality control, and communication across IOD's matrixed, regionally distributed organization
  • Prepare and deliver briefings, executive reports, and strategic planning documentation to CISA IOD senior leadership
  • Oversee staffing, transition planning, and continuity of support across the full task order
  • Act as the primary escalation point for the CISA Contracting Officer and COR on all contract performance matters
Qualifications

Required: 

  • Master's degree in Public Administration, Strategy, Economics, Finance, or a closely related field
  • Minimum 7 years of supervisory experience
  • Minimum 7 years of documented experience supporting Operations and Planning functions of similar size and scope
  • Active PMP (Project Management Professional) certification
  • Demonstrated expertise developing KPIs, facilitating strategic initiatives, analyzing organizational performance data, preparing executive-level reports, leading cross-functional teams, and communicating complex findings to senior leadership
  • Strong technical writing, project management, and stakeholder engagement skills
  • Proficiency in Microsoft Office, Power BI, SharePoint, and SQL
  • Demonstrated ability to develop, analyze, recommend, and evaluate organizational policies, strategic plans, governance frameworks, and performance-improvement initiatives
  • Must be able to pass a Public Trust background investigation (SF-85P and related DHS forms)

Desired: 

  • Prior experience supporting CISA, DHS, or another federal cybersecurity/homeland security mission environment
  • Familiarity with Agile/Scrum or other formal project management methodologies
  • Experience with SharePoint site design, ServiceNow, or Power Platform in a federal or large-enterprise setting
