Northrop Grumman Space Systems-Missile Defense Integration offers an excellent opportunity for a Sr. Principal Agile Product Owner-Network Team Lead (26-406) to join our team of skilled and diverse professionals. Based in Colorado Springs, CO, this role is essential to supporting the U.S. President, the Secretary of Defense, and combatant commanders at the strategic, regional, and operational levels.

This position does not provide relocation assistance and requires on-site work with no remote options.

Position Overview:

The Command and Control, Battle Management, and Communications (C2BMC) program is a key component of the Missile Defense System. It is a vital operational system that enables the U.S. president, the Secretary of Defense, and combatant commanders at strategic, regional, and operational levels to plan ballistic missile defense operations systematically, collectively monitor the battle, and dynamically control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It serves as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations, both globally and regionally, to improve performance. C2BMC is essential for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.

In this role, the candidate will serve as a Network Team Lead. The candidate will coordinate the planning, organization, and execution of engineering activities to develop assigned technical capabilities integrated into the C2BMC Network Enterprise. The candidate will work within an agile team and plan work based on customer requirements and program contractual agreements. The candidate applies extensive expertise to solve complex problems that require regular use of ingenuity and creativity. Work is performed with minimal direction and is reviewed for desired results over a relatively long time frame. Erroneous decisions would normally fail to achieve major organizational objectives.

The Network Team Lead will serve in project leadership roles and represent the organization as the primary customer contact for significant technical matters on contracts. This position is accountable for the capability's overall engineering, technical, cost, and schedule performance. The candidate is expected to maintain clear, open communication with program and engineering management regarding status, staffing needs, and engineering projects. The candidate will drive the use of best practices within the engineering team through Agile processes, tools, and frameworks, and will review capability artifacts and development practices for compliance with engineering principles, company and program standards, customer contract requirements, and related specifications.

The candidate will provide input to standard metrics packages used for program execution status, technical improvement, and management/customer status updates. Responsibilities include managing risk mitigation activities, planning schedules, and handling change requests associated with the capabilities. The Network Team Lead will manage the execution of assigned ECP effort(s) added to the capability, coordinate and resolve deconfliction of multiple spiral and capability resources across the Agile Release Train (ART) and with other program ARTs, lead Agile and other planning activities to ensure priority and maturity are achieved, maintain the team's Hive structure and keep it up to date daily, and perform any other required tasks as directed by the program.

Essential Functions:

• Lead an agile network engineering team responsible for development and integration of technical capabilities into the C2BMC Network Enterprise

• Coordinate planning, organization, and execution of engineering activities in accordance with program contractual agreements and customer requirements

• Provide technical leadership across cost, schedule, and performance for assigned capabilities and associated ECPs

• Serve as primary technical interface and customer contact for significant network-related technical matters

• Apply advanced technical expertise to solve complex, multi-disciplinary problems requiring creativity and innovation

• Plan and lead team Agile ceremonies and other planning activities to ensure clear priorities, maturity of work, and alignment across the Agile Release Train

• Review technical artifacts, designs, and implementation approaches for compliance with engineering principles, company and program standards, customer requirements, and related specifications

• Develop and provide standard metrics and status reporting for program execution, technical improvement, and management/customer updates

• Manage risk and opportunity, including development and execution of risk mitigation plans, schedule planning, and change request management for assigned capabilities

• Coordinate and resolve resource conflicts across multiple spirals, capabilities, and ARTs

• Maintain and continuously update the team's Hive structure and related tracking tools daily

• Support planning, execution, and coordination of documentation development, technical exchange meetings with stakeholders, test events, and capability deployments

• Support program management of strategic technical projects, problem solving, and overall business rhythm to ensure effective and efficient operations

• Perform other duties as assigned in support of C2BMC program and network enterprise objectives

Basic Qualifications:

Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.

• A Bachelor's Degree in Computer Science, Information Technology, Network Engineering, Software Engineering, Mathematics, Physics, or a related field from an accredited university, along with 8 years of experience; or a Master's degree in a related field with 6 years of relevant work experience; or 12 years of relevant work experience may be considered as an alternative to a degree
• Applicants must have a current, active Government-Issued 8140 certification at IAT Level II or higher (such as Security+ CE, CISSP, CCNA-Security, CySA+, CND, etc.) at the time of application, which is required to start. The candidate is responsible for maintaining their 8140 certifications throughout the entire contract period
• Applicants must have a current, active in-scope Government-issued Secret security clearance at the time of application, which is required to start
• Active project management certification such as Project+, CAPM, or PMP (or the ability to obtain within 60 days of start)
• Prior experience as an Information Technology Engineer, preferably in network or infrastructure engineering
• Proven project management experience as part of large DoD systems and capabilities under development
• Experience managing and reporting cost, schedule, and technical development on a large program, demonstrating the ability to coordinate planning, execution, integration, and completion of projects within an assigned area of responsibility
• Experience in planning, conducting, and coordinating activities such as documentation development, technical exchange meetings with stakeholders, test events, and capability deployments
• Experience managing the design, development, and implementation of complex systems
• Experience with Agile methodology and/or Agile Product Owner practices; experience supporting Digital Transformation and DevOps implementation
• Ability to analyze project, program, and portfolio information needs and determine the resources needed to achieve objectives
• Ability to understand both the long-term ("big picture") and short-term perspectives of situations and program needs
• Demonstrated experience leading high-performance technical teams, including mentoring, coaching, and performance oversight
• Strong interpersonal, presentation, communication, and facilitation skills, including the ability to effectively interface with customers, program leadership, and cross-functional stakeholders
• Must be able to travel to alternate work locations as required to execute job duties

Preferred Qualifications:

• Prior C2BMC experience and familiarity with C2BMC NT/BC processes and procedures

• Prior Team Lead and/or Product Owner experience leading Agile teams or technical capabilities

• Experience developing key performance indicators (KPIs), tracking other metrics, and creating reports to support program and customer insight

• Ability to quickly comprehend the functions and capabilities of new and emerging technologies and apply them with complex networked systems

Primary Level Salary Range: $129,300.00 - $193,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
