Senior International Capability Development SMERole Summary Serves as the senior subject matter expert responsible for identifying, developing, and integrating partner-nation and coalition capabilities in support of J3I objectives. Leads the assessment, planning, and synchronization of capability development initiatives that strengthen interoperability between U.S. forces and international partners.
THIS POSITION IN CONTINGENT ON CONTRACT AWARDKey Responsibilities
- Lead analysis and development of international/partner-nation capability requirements, aligning them to J3I campaign plans and theater objectives.
- Assess partner force capabilities and gaps; recommend capability development, materiel, and training solutions to close them.
- Integrate ongoing and existing capability efforts to ensure long-term sustainment and proper alignment of identified solutions with the mission.
- Develop position papers, concept papers, and staff products supporting capability development decisions.
- Coordinate across interagency, coalition, and combatant command stakeholders to synchronize capability initiatives.
- Provide senior advisory support to the J3I director and staff on capability planning, prioritization, and resourcing.
Minimum Qualifications
- Bachelor's degree (Master's preferred) in international affairs, national security studies, or a related field; equivalent senior military/operational experience considered.
- 10+ years of experience in capability development, force integration, security cooperation, or related J3/J5 functions, with senior-level (SME) breadth.
- Demonstrated experience supporting combatant command, SOF, or joint-staff international programs.
- Active TS/SCI clearance (aligns to your Top Secret facility clearance level).
- Strong written and oral communication skills for senior-leader engagements.
