Description
Develops and drafts detailed maps, construction plans and specifications related to public works or utilities projects, such as roadway and signalization projects, curbs and gutters, sidewalks and driveways, sewer and storm drains, water lines and related facilities under the direction of a registered professional engineer.

Essential Duties

  • Researches records, maps and other data to determine locations of sewer stubs, water mains, hydrants, parcel boundaries, right of ways, etc.
  • Conducts field surveys preliminary to project proposals.
  • Prepares engineer cost estimates and contract documents for major construction projects.
  • Prepares reports, presentations, and Bidding and Construction meeting documents. Performs supplemental surveys in conjunction with a registered professional land surveyor for topographic and construction staking using GPS, total station, level, and various hand tools.
  • Oversees survey crew.
  • Performs inspections of public works and utilities construction ensuring compliance with plans and specifications.
  • Approves grades, locations and elevations of various site work.
  • Researches county assessor plats, engineering plans and documents, and aerial photography to assign addresses, write legal descriptions, and produce various maps and plats.
  • Submits monthly correspondence to a distribution list of a variety of Utility companies. Determines cemetery burial locations by surveying and locating plots.
  • Responds to inquiries from contractors, developers, property owners and the general public.
  • Responds to complaints regarding drainage problems, roadway/alley problems, and/or sidewalk defects.
  • Assists with surveying projects and field data collection and evaluation and traffic studies.
  • Coordinates material testing analysis.
  • Orders and maintains an inventory of drafting, surveying, and construction staking supplies.

Minimum Qualifications

Education and Experience:
Associate's degree in Engineering or a related field required or equivalent course work at a technical or vocational school required and two (2) years applicable work experience required.
OR
An equivalent combination of education and experience may be accepted.

Skills, Knowledge and Abilities:
  • Knowledge of civil engineering principles and practices applied to public works and utilities design and construction.
  • Knowledge of principles and practices of the engineering field and office work, including drafting and surveying.
  • Knowledge and experience with AutoCAD, ArcPro, and knowledge of standard Microsoft Office software. Specialized knowledge in CAD based programs such as Civil 3D, Survey or Modeling software is desired.
  • Working knowledge and experience of field data collection, survey practices and use of GNSS/GPS, total station and a level instrument.
  • Working knowledge of land surveying techniques.
  • Ability to gain knowledge of applicable municipal policies, laws and regulations.
  • Ability to make precise survey measurements and to make and interpret survey calculations.
  • Ability to prepare and interpret plans and specifications and to perform or supervise the engineering inspection of contract construction.
  • Ability to prepare assessments, budgets, and contract documents, including right-of-way descriptions and surveys.
  • Ability to compute estimates, areas, slopes and quantities.
  • Ability to establish and maintain an effective working relationship with other City department staff, contractors, developers, property owners, consultants, other governmental agencies, and the general public.

While performing the duties of this job, the employee frequently works outdoors. While performing the duties the employee is frequently exposed to extreme weather, around moving traffic and moving construction equipment. The employee is occasionally exposed to vibration, fumes or airborne particles, raw sewer, pressurized water, confined spaces, open trenches, and spider and snake bites.
The noise level in the work environment is quiet in the office, and moderate to loud in the field.
  • The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
  • Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
  • Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
  • CDL pay - $6,000 per year (if applicable).
  • PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
  • Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
  • Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
  • Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
  • Retention Incentive - $600 incentive yearly with years 1-9 of completed service
