OverviewGovCIO is currently hiring for Senior Digital Transformation Managerto support the Department of Veterans Affairs (VA) Digital Transformation Center (DTC) Program. This position will be a fully remoteposition.

Responsibilities
The ideal candidate will have experience operating effectively on programmatic and strategic efforts at an enterprise level. This position requires a proactive, forward-leaning individual that will develop executive-level artifacts and make recommendations with little to no direction. This position combines acquisition knowledge, technical understanding, customer engagement, and process improvement skills to help VA organizations efficiently identify appropriate contracting solutions and execute technology procurements. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success. This position involves the following responsibilities:
- Provide support to the VA Acquisition leadership team with analysis, progress tracking, status reporting, and strategic recommendations regarding various acquisition execution activities.
- Support the development, implementation, and continuous improvement of a standardized contract intake process for technology and system integration requirements. A deep understanding of the VA DTC low code/no code intake/procurement process is critical for success.
- Assist VA Contract Program Manager(s) in facilitating technical discussions with VA customers and vendors.
- Educate customers on contract intake procedures, required documentation, timelines, and applicable IT vs. non-IT funding considerations.
- Identify opportunities to improve the consistency, efficiency, and transparency of the contract intake process.
- Develop and maintain communication materials and templates supporting the rollout of new contract vehicles. Develop customer-facing guidance, templates, and process documentation.
- Analyze customer requirements and available contract vehicles to develop recommendations regarding the contract best aligned to each effort.
- Evaluate requirements, scope, technical needs, funding considerations, and contract vehicle characteristics to support contract alignment decisions.
- Support the development and review of acquisition package documentation for technology and system integration requirements.
- Draft and/or support preparation of Performance Work Statements (PWS), Product Descriptions, Independent Government Cost Estimates (IGCE), Justification & Approvals (J&A), Acquisition Plans, and related acquisition documentation.
- Coordinate with technical and program stakeholders to gather requirements and ensure acquisition documentation accurately reflects customer needs.
- Assist with creating senior executive presentations that convert complex information into plain language and easily interpreted visual aids.
- Assist with reading, researching, collecting, and analyzing information/ideas to generate strategies and recommended paths forward that produce beneficial resolutions for DTC program leadership.
- Identify opportunities to automate manual contract management processes and improve data quality and reporting.
Qualifications
Required Skills and Experience
- Bachelor's with 12+ years (or commensurate experience)
- Clearance Required: Public Trust
- A deep understanding of the VA DTC low code/no code intake and procurement process is critical for success.
- Must have VA DTC programmatic and low code/no code solution expertise
- Must have strong experience proposing new solutions to problems, often thinking outside of the box to come up with creative solutions
- Proven ability to create visual depictions of quantitative information (e.g., charts, graphs, etc.).
- Proven experience with either managing a government contract or supporting government acquisition processes
- Effective written and oral communication skills and understanding of how to interact with multiple GS levels within the federal government (e.g., GS 13s and above)
- Ability to work independently with little to minor guidance
Preferred Skills and Experience:
- Experience with federal budget and acquisition processes
- Ability to analyze technical and business requirements and translate them into actionable acquisition recommendations
- Understanding of cost distinctions between IT solutions that are COTS, customized COTS, and homegrown in nature.
