Job Summary

Directs, coordinates and supervises contractor activities for selected major projects on electrical transmission, distribution and substation facilities. Establishes priorities for all phases of contractor's work. Acts as Construction Manager to coordinate PSEGLI construction activities with multiple constructing organizations, as well as contractors. Ensures Contractors are performing all aspects of construction safely and following an approved HASP. Serve as principal interface between contractors and various PSEGLI operating and engineering departments, project managers, customers, municipalities and other regulatory agencies. For all projects ensure construction meets technical specifications and is completed within cost and schedule requirements by enforcing all of the contract's terms and conditions.

Job Responsibilities
• Supervises the PSEGLI-Construction Supervisors, Work Coordinators and Contracts personnel by providing system wide technical consultation, direction and assistance on utility construction practices, methodologies and procedures. Develops appropriate inspection and quality assurance programs and assures consistent implementation.
• Assists the Project Managers directly in the development of project work plans. Integrates specific area requirements for clearances, contractor and in-house construction resources, material and permit requirements into the overall plan for major projects.
• Reviews technical specifications and documents for constructability. Recommends engineering and design revisions.
• Participates in all phases of the contractor procurement life cycle: constructability reviews, development of bid strategies, selection of contractors to bid (RFP), conducts pre-bid site visit meetings, perform technical evaluation of bid proposals, attend proposal review meetings and make recommendations to award.
• Supervises all phases of construction execution, monitoring, control, and invoice processing through closeout.
• Anticipates potential problems during construction and recommends/initiates appropriate corrective actions.
• Monitor project progress and contractor performance through field inspections covering quantity and quality of work performed.
• Assist in direction and evaluation of inspections and testing of materials, equipment and systems.
• Maintain accurate records, paper and electronic, of site conditions, work performed and potential scope changes.
• Determine value of work complete and review and approve contractor invoices.
• Negotiates appropriate payments and settlements on claims related issues.
• Identify and initiate corrective action to resolve issues with engineering/design, materials, procurement, construction, interdisciplinary/interdepartmental coordination, worker productivity, safety and quality items.
• Provide input to the regional equipment and line clearance plans.
• Support the coordination of engineering, material and permit requirements as required.
• Monitor and report on any incidents, potential hazards and/or environmental concerns in order to ensure area work complies with policies and regulatory requirements.
• Develop and maintain effective relationships with customers to promote a positive image for both PSEGLI and LIPA. Promptly resolve customer concerns.
• Ensure compliance with all Corporate Safety policies and procedures, OSHA rules and regulations, and environmental and regulatory requirements.

Job Specific Qualifications
• Bachelor's degree in Engineering, Construction Management or a related technical field and a minimum of 6 years work experience, at least 3 years in a supervisory capacity, with construction oversight and/or operating and/or planning related responsibilities within the utility or similar industry. In lieu of a degree, a minimum of 8 years of work experience, at least 3 years in a supervisory capacity, with construction oversight and/or operating and/or planning related responsibilities within the utility or similar industry.
• Working knowledge of electric substations, electric transmission and distribution systems, and civil construction.
• Knowledge of electric system operations and procedures for submitting for line and equipment clearances on transmission and distribution facilities.
• Knowledge of contract trade agreements, procedures, techniques, work methods and standards used in the construction industry.
• Ability to select, develop and motivate people.
• Ability to effectively monitor contractor progress, cost control and contractual interpretation matters.
• Compliance with the Department of Energy's regulation 10 CFR 810 is required.

Desired Skills:
• Strong communication, leadership and negotiation skills and the proven ability to act in a lead Construction Manager position and to coordinate multiple disciplines through all contractor procurement and construction phases of a project.
• Detailed working knowledge of electric substations, electric transmission and distribution systems,
Civil construction.
• Knowledge of specification and contract enforcement, applicable technical standards, OSHA and other regulatory statutes.
• Strong communication skills with a demonstrated ability to achieve results.
• Experience submitting for line and equipment clearances on transmission and distribution facilities according to electric system operations and procedures.
• Experience in fact finding including ability to investigate and solve construction problems in a timely manner with minimum dependence on others.
