JLL is seeking an experienced
Sr. Capital Planning Manager (PD, PE, QC) to join the Amgen account team within JLL's Project & Development Services (PDS) organization, supporting the capital planning team. This role serves as the global capital planning lead for Process Development (PD), Process Equipment (PE), and Quality Control (QC), owning the full lifecycle from facility assessments and cost estimates through the annual and 3-5 year capital plans. Together, these three functions span the product lifecycle: PD designs the chemistry and biology behind each product from R&D to pilot scale, PE builds and scales the equipment and infrastructure from pilot to commercial scale, and QC tests and verifies that the finished product meets safety and quality standards through manufacturing and release. This role manages the lifecycle facilities database - the data entered, security access, and the process for gathering project information from multiple client sites - to keep the system of record continuously up-to-date and ensures every approved project hands off successfully to the project execution team.
This role delivers excellent client service, helps grow the account and the business through new ideas and better ways of working, and supports ongoing skill development. Safety comes first, and this role helps foster a safe environment for the whole team.

What your day-to-day will look like: Database & Systems Management- Oversee updates to the Smartsheet database across the PD, PE, and QC portfolio, keeping information current as facility projects wrap up
- Manage security access and permissions for the database system
- Generate routine and ad-hoc reports from Smartsheet data analysis
Facility Assessments & Capital Planning- Create and manage the schedule for facility assessments across sites, and own the capital cost estimates that come out of them
- Lead annual planning, 1-year rolling plans (PD, PE) and 2-year rolling plan (QC)
- Ensure approved capital projects hand off successfully to the project execution team, with clear scope, schedule, budget, and site-specific documentation
Cross-Site Coordination & Stakeholder Management- Lead the information-gathering process across multiple sites, multi-building campuses, and multiple time zones.
- Serve as the main point of contact for PD, PE, and QC stakeholders, working closely with engineering teams, facility managers, and site leadership across locations
Required qualifications:- Bachelor's degree in business, engineering, construction management, or a related field
- 5+ years of relevant experience, including experience leading portfolios, programs and projects
- Skilled at project management, with the ability to juggle multiple projects and competing priorities
- Working knowledge of lab equipment and mechanical systems - HVAC, compressed air and gases, and electrical distribution - extending to PD, PE, and QC facility systems
- Proficiency with Excel, Smartsheet, Maximo, Power BI, eBuilder, Adaptive Work, Ingenious Build, E1, and MS Office/Project.
- Strong analytical skills, with clear written and verbal communication
- Collaborative approach across JLL and client teams, functions, and leadership.
Preferred qualifications:Industry & Technical Knowledge- Experience in the pharmaceutical or life sciences industry, with knowledge of GMP and validation requirements
- Background in facility and/or construction management
- Advanced knowledge of building systems (HVAC, electrical, etc.)
Project & Process Management- Experience leading process improvement and efficiency initiatives
- Track record of recommending and implementing improvements to existing processes
- Experience developing capital cost estimates and transitioning approved projects to a project execution team
- Ability to build and understand detailed schedules with parallel activities
- Experience with capital planning processes
Financial & Analytical Skills- Strong financial management skills
- Strategic thinking and analytical rigor in translating technical detail into business recommendations
Communication & Client Focus- Comfortable presenting information to management teams
- Client focus, with the ability to anticipate needs and manage expectations proactively

Expected compensation for this position:115,000.00 - 160,000.00 USD per year
Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
