PROJECT:

Parsons is managing a Technical Services (TS) program for an agency within the Department of Defense to review third party A/E work; conduct studies, analysis, testing and measuring; perform specialized engineering services, planning and design reviews; commissioning services; construction oversight on worldwide delivery orders, and information technology (IT) support. 

RESPONSIBLITIES:

Parsons is seeking a Business Operations Specialist support our PMO performing the following:

  • Gathers data on existing functional group from managers and employees.  This includes collecting samples of current procedures, practices, and standards, as well as related documents and forms.
  • Analyzes data gathered and translates into work process diagrams or reports. 
  • Reviews current work flow captured in work process diagrams and assists in developing recommendations for process improvements.  This may involve creating new processes, revising current processes, and/or automating processes to improve efficiency and effectiveness within the organization.
  • Assists with developing recommendations and guidance documentation for new or revised processes (e.g., flow diagrams, procedures, manuals, reports, specifications, procurement documents, etc.).  Ensures proper translation of technical information from functional groups into document formats that are easily understood by the end user.
  • Submits recommendations (including guidance documentation) to functional management for their review and approval, and incorporates any subsequent recommendations into the new processes prior to publication.
  • Identifies specific business processes that are targets for immediate and long-term development.  Works with functional management to set goals for these targeted areas and to assign priorities for study and intervention.
  • Reviews and assesses the status of newly implemented business processes and their supporting solutions. 
  • Keeps abreast of Parsons’ and contemporary technologies, techniques, and services relevant to process development.  Performs other duties commensurate with functional level and responsibilities.
  • Provides project management consultation on factors affecting the timely completion of tasks.
  • Prepares plans and schedules, status reports and performance evaluations.

QUALIFICATIONS:

  • Bachelor's degree in Business, Project or Construction Management, Information Technology or related field (or equivalent experience)
  • 8+ years of related work experience.
  • Working knowledge of facilities processes is preferred.
  • Must be US Citizen
  • Active TS/SCI with Polygraph clearance a benefit.  Must be willing to get a TSC/SCI with Polygraph clearance if one is not currently held.

SKILLS/COMPETENCIES:

  • Business background with understanding of the processes used for business analysis planning.
  • Expertise in Excel and Visual Basic.
  • Proficient with Microsoft Office Suite.
  • Experience creating dashboards in PowerBI.
  • Artificial Intelligence (AI) background preferred.
  • Written and oral communication skills appropriate for the position, including the ability to speak very well in basic professional situations and present technical data in a logical manner that is easy to understand (may include communication via telephone, in person, or presenting to small groups).  Ability to write moderately complex documents (may include emails, memos, procedures, presentations).  Communicates with a wide variety of individuals (employees and managers) throughout the organization and outside of the organization (i.e. clients, vendors).     
  • Excellent interpersonal skills.
  • Strong attention to detail.
  • Excellent analytical skills translating technical functional information into established end user documentation meeting the needs of a global, culturally diverse organization.
  • Ability to be part of a team and lead team members, coordinating day to day activities as well as special projects to assure timely completion.

Salary Range: $103,500.00 - $181,100.00
