Job Requisition: Sr. Business Development and Capture Manager - NASA SEWP VI

Role OverviewWe are seeking a senior-level business development and capture professional with at least 10 years of experience supporting the federal marketplace. The ideal candidate will have demonstrated success pursuing and winning business through Government-Wide Acquisition Contracts (GWACs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Multiple Award Schedules, and other federal contract vehicles.
This individual will lead business development activities across multiple contract vehicles; however, the primary focus will be the NASA Solutions for Enterprise-Wide Procurement (SEWP) VI vehicle. The successful candidate must possess a strong understanding of the NASA SEWP program and federal acquisition processes, including experience with the SEWP Quote Request Tool (QRT) and Contract Holder Only Portal (CHOP).
Building and maintaining strong client relationships is essential to this position. The successful candidate will develop trusted relationships with federal customers, identify new business opportunities, and lead growth and capture strategies that increase the organization's market presence and revenue.
Key Responsibilities- Develop and execute a comprehensive SEWP VI growth strategy to expand market share and achieve annual revenue, bookings, and pipeline objectives.
- Identify and pursue opportunities through SEWP VI and the organization's other federal contract vehicles.
- Lead opportunity identification, qualification, capture planning, and win-strategy development for federal task-order opportunities.
- Build and maintain trusted relationships with contracting officers, program managers, technical stakeholders, and agency decision-makers.
- Develop a thorough understanding of client missions, priorities, challenges, and procurement requirements to position the organization as a trusted advisor.
- Coordinate with proposal, contracts, pricing, technical, and executive leadership teams to produce timely, compelling, and compliant submissions.
- Build, manage, and maintain a qualified pipeline of federal opportunities aligned with the organization's capabilities and technology offerings.
- Monitor and respond to agency Requests for Quotations (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs) through the SEWP QRT and other procurement channels.
- Maintain accurate and current opportunity, customer, and pipeline information within Microsoft Dynamics CRM or a comparable customer relationship management system.
- Establish and strengthen strategic partnerships with original equipment manufacturers (OEMs), distributors, and technology providers to expand capabilities and market reach.
- Analyze market intelligence, procurement trends, agency priorities, competitive positioning, and contract activity to identify emerging opportunities.
- Ensure all business development and capture activities comply with SEWP VI requirements and applicable federal procurement regulations.
Required Qualifications- Bachelor's degree in business, information technology, marketing, or a related field; equivalent relevant experience may be considered.
- At least 10 years of federal business development and capture experience, preferably within the federal IT marketplace.
- Demonstrated record of identifying, capturing, and winning federal IT contracts and task orders.
- Established relationships within the federal government market and a demonstrated ability to build new client relationships.
- In-depth knowledge of the NASA SEWP program, including the SEWP QRT, CHOP, contract structure, reporting requirements, and procurement processes.
- Experience developing business through GWACs, IDIQ contracts, Multiple Award Schedules, and other federal contract vehicles.
- Proficiency with Microsoft Dynamics CRM or a comparable CRM platform.
- Working knowledge of FedRAMP requirements, EPEAT standards, UNSPSC codes, and other federal IT compliance and product-classification requirements.
- Strong strategic-planning, opportunity-assessment, negotiation, analytical, and decision-making skills.
- Excellent written and verbal communication skills, with the ability to engage effectively with government customers, industry partners, and internal stakeholders.
- Proven ability to manage multiple priorities, deadlines, and cross-functional capture efforts in a fast-paced environment.
- Ability and willingness to travel to company and client locations as business needs require.
Position ObjectivesThe successful candidate will be responsible for:
- Maximizing the value of the organization's SEWP VI contract by identifying, capturing, and winning task-order opportunities.
- Generating additional revenue through the organization's other federal contract vehicles.
- Developing and expanding relationships across federal agencies to increase market penetration and strengthen the organization's competitive position.
- Building a sustainable pipeline of qualified opportunities that supports long-term revenue growth.
- Ensuring compliance with SEWP VI requirements and applicable federal acquisition regulations.
Work Arrangement and TravelThis is a hybrid position. The selected candidate must be available to attend company meetings in Tyngsboro, Massachusetts, or Stafford, Virginia, as needed. Travel to client meetings in various locations may also be required based on client needs and opportunity activity.
CompensationStarting salary: $140,000 or higher, commensurate with experience and qualifications.
