Description
  • Serving as the Special Security Representative for all aspects of Sensitive Compartment Information (SCI) security, with responsibility for planning, coordinating, developing and implementing the effective accomplishment of the SCI security and intelligence programs for the company
  • Assisting the Corporate Special Security Officer (CSSO) in furnishing security and intelligence technical and administrative advice, instructions, and guidance to SCI cleared personnel and staff. Programs include Communications Security (COMSEC), Operations Security (OPSEC), Personnel Security, Physical Security, Automation Security and Industrial Security, as relates to SCI security and Special Access Programs is required
  • Providing technical advice and support to the CSSO and Senior Management
  • Providing advice and guidance; training personnel; establishing and administering policy concerning the utilization and protection of all special access and SCI security information and materials affecting the national defense from unauthorized disclosure or sabotage
  • Developing Standard Operating Procedures (SOP) and/or Standard Practice and Procedures (SPP) for Special Compartmented Information Facility (SCIF) operations, STE use/operation, Fire, Access Control and Security Alarm System, and STE/FAX capabilities
  • Interpreting regulations and directives for applying classification management and when performing compartmentation and sanitization of highly sensitive, classified information, documents and materials
  • Preparing and presenting the annual SCI security awareness briefings to SRC personnel who possess SCI access
  • Resolving minor and complex security related issues, referring more serious ones to the CSSO and Senior Management
  • Annually assisting in the preparations of the security budget pertaining to SCIF operations for submission to the CSSO and Director of Security; advising, monitoring, and regulating day-to-day SCIF operations
  • Ensuring that the facility maintains proper facility accreditation; preparing written requests, coordinating with various Cognizant Security Authorities, for accreditation or Memoranda of Agreement for co-utilization of the SCIF in support of SCI contracts
  • Supervising the SCI classified document holdings; ensuring document custodians are trained in logging, cataloging, filing, and retrieving highly classified sensitive intelligence documents and materials
  • Ensuring stringent control procedures are followed when receiving and transmitting documents, proper inventory records and accounting procedures are followed and maintained, and 100 percent inventories are performed by annual suspense dates
  • Determining proper destruction methods for various levels of SCI materials and providing instruction on downgrading, declassification, or sanitation requirements for various types of equipment, computers and magnetic media within the SCIF environment
  • Ensuring that up-to-date SCI information and documentation is included for the facility accreditation plan and the tempest security checklist for submission to accrediting authority; consolidating all input, preparing supporting documentation on program requirements to include written text, graphs, charts, and photos to support requests.
  • Preparing quarterly updates and annual changes to maintaining facility accreditation and operation in compliance with national level stated requirements
  • Providing authority for introduction of Preferred Products List (PPL) equipment into SCIF, or for non-PPL equipment, and obtaining approval from national level Cognizant Security Authority
  • Initiating investigations of reported SCI security violation; managing Level 2 and 3 DISS Data base; reviewing detail of the violations and making a preliminary assessment of damage to national security; preparing and reviewing preliminary reports of investigations and recommending further investigating/corrective action by the CSSO or higher management

Requirements
  • A TOP SECRET Department of Defense security clearance is required based on a current Single Scope Background Investigation, with SCI eligibility determination granted
  • This job requires a minimum high school diploma and 12 years of work-related experience
  • Prior experience in administration and management of a DoD security program, as either a military or civilian employee of a U.S. defense agency or as a defense contractor employee is desirable
  • Detailed working knowledge of Intelligence Community Directives (ICD’s) and DoD Manual 5105.21 SCI Administrative Manual Series, and formal SCI Official or SSO training certification. Certification may be from a Military Branch Service, Regional SSO training, or Intelligence Community Agency

  • Bachelor’s degree and 6 years’ work-related experience; or a master’s degree and four years’ work-related experience; or an equivalent combination of education
  • In relation to other jobs in the same function, this job requires a senior level of proficiency to apply significant job-related experience. This job may assist others as a lead practitioner
  • The primary or most necessary skills required for this job are analytical skills. Other important skills include communication skills, computer skills, leadership, and problem solving
  • Must have in-depth, technical knowledge of a wide range of IC/DOD security regulations, policies and procedures; uses knowledge of a wide range of security concepts, principles and practices to review, analyze, and resolve difficult and complex security problems
  • Must use initiative, resourcefulness and significant judgment in deviating from traditional methods to develop new methods, criteria or propose new procedures
  • Must perform case-by-case analyses to determine if new situations and proposes adaptations or new guidelines, methods or procedures
  • Must be flexible and able to investigate and analyze a variety of situations, to determine if a level of compromise has occurred; scope of culpability, or if a risk is posed if action is not taken; provide causation and solutions, develop alternatives and options designed to meet safeguarding requirements
  • Special Access Program (SAP) duties and functions may be added due to program/contract requirements. If prior experience does not exist; must be willing and able to acquire needed skill sets
Clearance Information

SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT, THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AS WELL AS, A U.S. GOVERNMENT SECURITY CLEARANCE AT THE TOP SECRET / SCI LEVEL

 

Travel Requirements
  • Travel is minimal approximately 10-20% Annually for Staff Assistance Visits and Security Conferences
