The Opportunity:
  • As a CACI-Mission & Engineering Services Special Operations Planner, you will facilitate and coordinate all aspects of operations-level planning, synchronization, and integration in support of a United States Special Operations Command (USSOCOM) Joint Task Force (JTF).
  • This position directly supports J39 (Special Operations/Low Intensity Conflict) operations, requiring expertise in SOF integration, crisis response planning, and trans-regional threat network operations coordination.


Responsibilities:
  • As a Special Operations Planner, you will be embedded with SOF efforts to provide overwatch of operations and to ensure the development of proper mitigation strategies as required. Your in-depth knowledge of Irregular Warfare, Unrestricted Warfare, and Hybrid Warfare as it applies to each unique operational event.
  • Tasking will allow you to seek out, identify, plan for, propose, integrate, and evaluate exquisite capabilities in support of Special Operations, and your J39-focused efforts include:
  • Developing and maintaining comprehensive operational plans and fragmentary orders (FRAGOs) that align with USSOCOM's strategic objectives and J39 global campaign plans.
  • Supporting crisis action planning and contingency operations in accordance with J39 priorities and operational timelines.
  • Facilitating trans-regional SOF operations coordination and synchronization across Geographic Combatant Command (GCC) boundaries.
  • Integrating sensitive activities, special access programs, and compartmented operations into comprehensive operational plans.
  • Collaborating with inter-agency partners, multinational forces, and Other Government Agencies (OGAs) to ensure cohesive planning efforts across the J39 operational aperture.
  • Coordinating Military Information Support Operations (MISO) and information operations integration within SOF planning efforts.
  • Utilizing advanced analytics and emerging technologies to enhance planning capabilities and support J39 predictive analysis requirements.

Qualifications:

Required:
  • Current Top Secret/SCI clearance with eligibility for SAP access, and willingness to submit to a polygraph examination as required.
  • A bachelor's degree with at least 10 years of experience or 15 years of relevant work experience in lieu of degree.
  • More than five years of specialized experience in military or IC compartmented activities (IJSTO, SAP, ACCM, etc.).
  • Experience with J39-level crisis action planning, contingency operations, and trans-regional coordination.
  • Experience with Joint Planning Process (JPP) and Joint Operation Planning and Execution System (JOPES) or current APEX equivalent systems.
  • Understanding of counterterrorism operations planning and counter-threat network methodologies.
  • You must be able to communicate effectively both orally and in writing at the strategic and operational levels, including preparation of decision briefs for senior leadership.
  • Be able to provide daily feedback to the team lead and supported unit on product development.
  • Practical understanding of Microsoft SharePoint and web-based intelligence tools and databases available through SIPR and JWICS.


Desired:
  • More than five years of experience with SOF, SMU, and Special or Technical Units of Federal, State, or Local Law Enforcement, and/or staff level experience at the GCC/TSOC level or Joint Staff J39 equivalent.
  • Experience working directly with J39, JSOC, or USSOCOM headquarters elements.
  • Familiarity with J39 operational oversight responsibilities, including Theater Special Operations Command (TSOC) synchronization.
  • Experience and in-depth knowledge of the Military Decision-Making Process (MDMP), including mission analysis, COA decision and CONOP approval briefings, D3A execution matrices, CONOP documents, and FRAGOs.
  • Understanding of sensitive activities coordination and oversight processes within the J39 framework.
  • Knowledge of Presidential and Secretary of War reporting requirements for sensitive SOF operations.
  • Experience with counter-improvised threat networks, counter-facilitation operations, and follow-on forces operations.
  • Experience in cyber and information operations planning with emphasis on SOF applications.
  • Familiarity with U.S. Code Title 10 and Title 50 authorities as they pertain to SOF operations.
  • Familiarity with artificial intelligence and machine learning applications in military planning.
  • Knowledge of current geopolitical situations and their impact on special operations within J39 operational priorities.
  • Understanding of the National Defense Strategy (NDS), National Military Strategy (NMS), and their implications for SOF global campaigns.
  • Experience and capability to perform tasks with Microsoft productivity software and applications.
  • Must be able to work independently with some government oversight and function effectively as part of a team in a joint working environment.
