Roles and Responsibilities
Lead design and development of Oracle APEX-based enterprise applications replacing legacy EBS systems.
Architect and develop custom financial applications using Oracle APEX (23.x+).
Integrate APEX applications with:
Oracle Databases (19c+)
Oracle E-Business Suite (legacy integration/migration)
Oracle Analytics Server (OAS)
Support financial workflows (budgeting, accounting, billing cycles).
Develop secure, scalable web applications aligned with DOJ/USMS policies.
Support system modernization (EBS 12 APEX transition).
Develop integrations using APIs, web services, and Oracle RESTful services.
Ensure data integrity, reporting accuracy, and compliance in all financial applications.
Lead technical efforts across design, development, testing, and deployment.
Minimum Qualifications
Minimum of 15 years' experience and a high degree of proficiency in configuring and administering Oracle COTS products.
Oracle Financials E-Business Suite version 12.x and newer
Bi-annual Budget Cycles
Annual and monthly Cost Accounting Cycles
Development of bi-directional financial data integration processes
Oracle Applications Express (APEX) software development environment version 23.x
Minimum of 15 years' experience in:
Federal Activity Based Accounting
Federal Budgeting
Strong Oracle Applications Development Skills (Oracle Reports, Oracle Forms, Forms Personalization, BI Publisher, PL/SQL, SQL Developer)
Functional understanding of non-appropriated fund billing cycle and budgeting processes
Strong understanding of and experience with Oracle Financials:
Accounts Receivable (AR) module and how the system enables JPATS billing cycles
General Ledger (GL) module from a perspective of reporting financial statements (e.g. Trial Balance, Income Statement, etc.) and reporting journal activity
Version upgrades and regression testing
Understanding of the use of Oracle Support (and effective management) for resolving issues with the "off the shelf" ERP software package.
Superior time management, organization, and prioritization skills
Outstanding communication skills and the ability to lead integrated project teams
Direct experience with EBS-to-APEX modernization programs.
Must comply with DOJ/USMS security, NDA, clearance, and training requirements (including ROB and CSAT) throughout contract performance
Experience supporting Agile development methodologies, DevSecOps environments, CI/CD processes.
Experience designing and implementing Oracle APEX security models, authentication, and authorization controls.
Experience working in environments requiring ATO/FISMA compliance.

Experience building financial dashboards integrated with OAS
