Summary Statement:

The primary purpose of this position is: To lead, supervise, and oversee execution of the USSOCOM Preservation

of the Force and Family (POTFF) program. The position provides enterprise-wide strategic vision, leadership,

oversight, and direction for holistic readiness and resiliency supporting a 70,000 strong command across all

USSOCOM components, subordinate commands, sub-unified commands, and joint activities.

Duties:

  • Plans, organizes, and directs the activities of Preservation of the Force and Family (POTFF), ensuring that POTFF complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents USSOCOM with a variety of installation and functional area organizations.
  • Oversees the preparation and management of budgets, contracts, and resources supporting POTFF programs,
    ensuring fiscal responsibility and alignment with USSOCOM-wide requirements.
  • Provides enterprise-level technical expertise in human performance, force preservation, and readiness
    initiatives across the POTFF domains across the Components and TSOCs.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Must be able to obtain and maintain a Top Secret/SCI security clearance. Incumbent has recurring access
    to classified information.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • This is a supervisory position; a one-year supervisory probationary period is required. Must be able and willing to assume a lead/supervisory position.

Qualifications

Conditions of Employment Continued:

  • Possession of a professional degree in human performance-related fields such as Sports Medicine (includes Sports
    Medicine MD, Chiropractic, Physical Therapists, Athletic Trainers), Strength and Conditioning, Performance
    Nutrition, Cognitive Performance, Exercise Physiology, and Sports Psychology is preferred.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing
    Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and,
    if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a
    Testing Designated Position.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS-0101 Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Successfully completed a bachelor's degree (or higher degree) in behavioral or social science; or related disciplines appropriate to the position. NOTE: A copy of transcripts is required.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: A copy of transcripts is required.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: having professional and complex administrative program executive-level programmatic oversight and management of a multi-component, enterprise-wide programs which encompasses psychological, spiritual, social, cognitive, and physical readiness of personnel and their families across global operating theaters. Knowledge in designing, integrating, and synchronizing human performance optimization efforts, family support services, and resiliency programs affecting deployed and non-deployed personnel and communities. Knowledge can include clinical, non-clinical, research, prevention, and intervention initiatives. (NOTE: YOUR RESUME MUST SUPPORT THIS STATEMENT IF SELECTED.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge and mastery of a broad range of policy, regulation, techniques, practices, and procedures related
    to human performance capabilities across physical, psychological, cognitive, spiritual, and social/family readiness
    domains.
  2. Comprehensive knowledge of the missions, functions, responsibilities, organizations, procedures, goals and
    objectives of USSOCOM, Department of War, Joint Staff, Component Commands, Theater Special Operations
    Commands and of Executive Agent responsibilities in support of a Combatant Command.
  3. Knowledge of the Department of War Planning, Programming, Budgeting and Execution System.
  4. In-depth ability to plan, organize, and clearly implement studies or projects and negotiate effectively with
    management to accept and implement recommendations, where proposals involve substantial resources, and require
    extensive changes in established and concepts and procedures.
  5. Ability in program management to aptly analyze program process, problems and trends; develop innovative
    solutions; assess policy implementation; determine impact; develop and assess options and make normally accepted
    recommendations.
  6. Ability to plan and adjust work operations of one or more organizational segments to meet program requirements
    and objectives within available resources.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
