Full Job Description
Position Overview:

The SME - Doctrine and Policy Writer supports the Ground Personnel Navigator (GPN) Program Management Office under the LP IDIQ Task Order 26F1010. In this role, the SME drafts, reviews, and coordinates Marine Corps Orders (MCOs), Standard Operating Procedures (SOPs), and other policy documents that govern GPN program operations across HQMC, MCICOM, and subordinate commands. This Position is Contingent Upon Award.

Job Type: Full-time/Exempt | Location: Pentagon / Quantico (Hybrid) | Anticipated Start Date: Upon Contract Award

Position Responsibilities:
  • Draft, revise, and coordinate Marine Corps Orders, directives, SOPs, and policy documents in support of GPN program management objectives and Marine Corps staffing processes.
  • Conduct doctrine and policy gap analyses to identify areas requiring new or updated guidance across GPN-related programs and functions.
  • Coordinate the staffing and review cycles for doctrine and policy products across HQMC M&RA, MCICOM, TECOM, and other relevant stakeholder organizations.
  • Develop and maintain a tracking matrix for all doctrine and policy products to ensure timely staffing, approval, and publication.
  • Provide subject matter expertise on Marine Corps doctrine, organizational policies, and personnel management systems to inform program decisions.
  • Support development of decision briefs, staff packages, and executive-level summaries related to doctrine and policy initiatives.
  • Participate in working groups, boards, and conferences to represent GPN program equities and contribute to doctrine development efforts.
  • Ensure all documents conform to Marine Corps formatting standards, style guides, and publication requirements.
  • Coordinate with the Program Manager and government COR to align doctrine and policy deliverables with contractual requirements and program milestones.
  • Assist in the development of training materials and orientation content related to doctrine and policy updates for program stakeholders.


Requirements

Position Requirements:
  • Bachelor's Degree in a relevant field such as Military Science, Public Administration, Political Science, English, or a related discipline.
  • Minimum of 8 years of experience in doctrine development, policy writing, or military staff officer functions within DoD or the U.S. Marine Corps.
  • Demonstrated experience drafting and coordinating formal military directives, MCOs, SOPs, or equivalent policy documents through formal staffing processes.
  • Strong written communication skills with the ability to produce clear, concise, and properly formatted staff documents for senior leadership review.
  • Familiarity with Marine Corps organizational structure, command relationships, and publication standards (e.g., MCO P1600.7 series).
  • Active Secret security clearance.

Preferred Skills/Experience:
  • Master's Degree in Public Policy, Strategic Studies, Military Science, or a related field.
  • Prior experience supporting HQMC M&RA, MCICOM, or TECOM policy and doctrine efforts.
  • Familiarity with GPN program objectives, ground personnel management systems, or Marine Corps talent management initiatives.
  • Experience supporting formal staffing and adjudication of comments across multi-echelon Marine Corps commands.
  • PMP or equivalent program/project management certification.
  • Experience with SharePoint, Electronic Forms (EForms), or other DoD document management systems.


Pay Range

United States of America: $120,397 - $148,583 USD

Base pay offered may vary depending on geography, job-related knowledge, skills, and experience. A full range of medical, financial, and/or other benefits, dependent on the position, is offered.
