Description

The Site Manager will oversee and lead day-to-day contractor operations in a high-volume federal records environment supporting the preservation, retrieval, processing, scanning, and servicing of military personnel and other federal records. Reporting to the Project Manager, the Site Manager will oversee supervisors, quality personnel, workforce performance, production, staffing, customer coordination, and corrective actions while ensuring services meet required quality, productivity, security, safety, and records-handling requirements. The position is intended for an experienced operations leader who can effectively manage people, processes, quality, and Government customer relationships in a complex, multi-shift environment.

Responsibilities
  • Manage overall daily contractor operations and workforce effectiveness at the National Personnel Records Center and report directly to the Project Manager.
  • Directly supervise Project Supervisors and the Quality Assurance Lead and provide leadership across multiple shifts and operational work areas.
  • Develop and coordinate daily work plans, staffing schedules, workload priorities, and production activities to meet federal agency requirements and changing mission priorities.
  • Monitor productivity, quality, timeliness, staffing, and workflow performance and ensure contract requirements and established production standards are consistently achieved.
  • Coordinate the collection, compilation, review, and analysis of production, staffing, quality, and contractor activity data used for performance management and reporting.
  • Serve as a principal on-site contractor liaison with government Points of Contact and coordinate as appropriate with the government and contractor stakeholders.
  • Support recruiting, interviewing, employee onboarding, workforce planning, personnel administration, and other site-level human resources activities necessary to maintain adequate staffing.
  • Identify and address employee performance, attendance, conduct, and disciplinary issues and implement appropriate remediation in coordination with the Project Manager and Human Resources.
  • Oversee site-level quality-control activities, identify recurring errors or process deficiencies, and coordinate with the Quality Control Manager and Quality Assurance Lead to develop and implement corrective and preventive actions.
  • Respond to Government-directed operational or work-product changes and ensure new requirements, procedures, and priorities are effectively communicated and implemented across the workforce.
  • Coordinate activities between shifts and operational functions to maintain continuity, eliminate workflow bottlenecks, and support timely movement of records and work products.
  • Promote compliance with records-handling, information security, privacy, safety, Standards of Conduct, IRS disclosure/safeguard, and other applicable requirements.


Requirements

  • High school diploma or equivalent required.
  • Minimum five (5) years of management experience in a warehouse environment.
  • Demonstrated ability to communicate effectively both verbally and in writing.
  • Demonstrated ability to establish and maintain effective working relationships with employees and Government/customer Points of Contact.
  • Proficiency using standard business software applications, including Microsoft Office and email.
  • Ability and willingness to work an eight-hour schedule providing coverage across at least two operational shifts, including periodic night-shift coverage and varying start times.
  • Ability to perform effectively in an active records-center/warehouse environment that may require prolonged sitting or standing.
  • Ability to obtain and maintain required security and facility access/badging, including successful completion of applicable background-screening requirements.
  • Ability to successfully complete all Government-required training and comply with all security, safety, privacy, records-handling, and Standards of Conduct requirements.


Preferred Qualifications
  • Associate or bachelor's degree from an accredited college or university; the PWS specifically identifies college education as preferred.
  • Seven or more years of progressively responsible warehouse, records-center, logistics, production, or document-processing management experience.
  • Experience managing a large, multi-shift workforce with supervisors and front-line Team Leads.
  • Previous experience supporting federal records-management operation.
  • Federal government contracting experience, particularly managing performance against a PWS/SOW, quality standards, production requirements, and Government-directed priorities.
  • Experience with records management, document retrieval, scanning/digitization, warehouse records storage, correspondence processing, or high-volume document operations.
  • Experience developing and implementing quality-control programs, corrective and preventive actions, root-cause analysis, and continuous process improvement.
  • Experience managing personnel covered by the Service Contract Labor Standards and/or a collective bargaining agreement.
  • Familiarity with systems or workflows such as ARCIS, CMRS, barcode-based records tracking, production-management systems, or similar records/logistics platforms.
  • Experience applying OSHA requirements and managing workplace safety programs in warehouse or production environments
Physical Requirements
  • Ability to sit, stand, and walk for extended periods while overseeing operations in an active, high-volume records center and warehouse environment.
  • Ability to frequently move throughout warehouse and records-processing areas, including bending, reaching, and navigating between workstations, storage areas, and operational departments.
  • Ability to work varying schedules and provide coverage across multiple shifts, including periodic evening or night-shift coverage, while maintaining the physical stamina necessary to oversee site operations.
