Job Description:

Parsons is seeking a Site Construction Manager to join our Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure.

 

Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.


What You'll Be Doing:


  • Lead day-to-day construction management activities within assigned METC construction areas and directly supervise assigned site inspectors.
  • Serve as the primary field interface between the Owner’s Advisor team, Design-Builder, installation stakeholders, and technical disciplines to verify work is progressing safely, in accordance with contract requirements, and consistent with the approved delivery sequence.
  • Direct and coordinate assigned site inspectors, including daily inspection priorities, coverage assignments, documentation requirements, and issue escalation.
  • Maintain continuous awareness of construction progress, constraints, manpower, equipment, material availability, and near-term work sequencing.
  • Conduct daily coordination with the Design-Builder’s superintendent and field leadership regarding planned work, access, safety, inspections, testing, and emerging issues.
  • Verify field activities conform to approved drawings, specifications, submittals, RFIs, quality-control requirements, and approved work plans.
  • Coordinate inspection and test plans, preparatory meetings, first-work inspections, hold/witness points, and deficiency resolution with technical and QA staff.
  • Monitor foundations, site utilities, civil work, module installation, field-built construction, tie-ins, interiors, systems integration, and commissioning readiness.
  • Validate reported percent complete and field quantities and provide objective progress information to the scheduler, cost analyst, and Deputy Program Manager.
  • Identify potential delays, differing conditions, constructability issues, quality concerns, or changes and elevate them before they affect critical-path activities.
  • Coordinate outages, access restrictions, deliveries, laydown areas, pedestrian and vehicle routing, and other installation-interface requirements.
  • Support punch-list development, deficiency tracking, turnover inspections, commissioning, and final acceptance activities.

What Required Skills You'll Bring:


  • Bachelor’s degree in engineering, construction management, architecture, or related field; 15+ years of relevant construction experience, including 3+ years supervising field inspection or construction management personnel.
  • Experience managing multidisciplinary vertical construction involving civil, structural, architectural, mechanical, electrical, plumbing, and life-safety systems.
  • Ability to interpret drawings, specifications, RFIs, submittals, inspection records, construction schedules, and quality-control documentation.
  • Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
  • Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
  • Ability to maintain a one team mentality amongst all stakeholders.


What Desired Skills You'll Bring:


  • CCM, PE, PMP, DBIA, or CQM-C credential; federal installation and design-build experience.
  • Experience with volumetric modular construction, major utility tie-ins, accelerated schedules, phased turnover, and occupied or mission-sensitive installations.
