We are seeking a highly motivated and qualified senior water systems engineer to support our defense clients across the water portfolio. The successful candidate will enjoy working on small project teams to develop policies, strategies, and frameworks to evaluate the feasibility of water supply independence at military installations. In this role, candidates will work in a tightly integrated team with a Senior Water Policy Specialist and Project Manager to ensure technical findings are seamlessly integrated into a cohesive and actionable strategic framework. This work is anchored by a validated water balance model that accurately reflects water usage and quantifies the resilience gap. The ideal applicant will have a strong background in water systems design, be detail-oriented, and be comfortable serving in a client-facing role. This is a hybrid position located in the Washington, D.C., area, with the flexibility to work from home while participating in some in-person client and team discussions at or near CTC's Crystal City office. Travel will be required with this position.
Key Responsibilities: - Technical Analysis: Serve as the technical lead for the project, from initial data collection to final reporting, including authoring the technical sections of all major project deliverables and presenting complex engineering concepts and findings to senior leaders.
- Foundational Models Development: Design, build, and validate a feasibility conditions model to score installations for water neutrality potential and a parametric cost model to estimate the financial investment required for resilience projects.
- On-Site Assessments: Lead a multi-week on-site assessment at pilot installations, performing infrastructure walk-downs, leading technical interviews, and gathering the essential data needed to validate models.
- Technology Evaluation: Research and analyze a portfolio of innovative water technologies, including advanced wastewater reuse (e.g., membrane bioreactors, MBR), atmospheric water generation (AWG), smart rainwater harvesting, and aquifer storage and recovery (ASR).
- Mentoring: Provide technical direction and mentorship to a supporting junior analyst, fostering their growth while ensuring the quality and rigor of all technical work.
Basic Qualifications:- Bachelor of Science degree in Civil, Environmental, Mechanical, or a related engineering field.
- U.S. Citizenship.
- At least 8 years of professional experience in water resources engineering, utility management, or a related field.
- Demonstrated expertise in water balance modeling, water treatment technologies, and conveyance systems.
- Proven experience with engineering cost estimation and life-cycle cost analysis.
- Excellent written and verbal communication skills, with the ability to translate complex technical subjects for a non-technical audience.
- Willingness and ability to travel domestically (approx. 10-15%).
Preferred Qualifications:
- Master's degree in a relevant engineering field.
- Professional Engineer (P.E.) license.
- Direct experience working on projects for the Department of Defense (DoD), Department of the Air Force (DAF), or other federal agencies.
- Familiarity with military installations and the operations of a Civil Engineer Squadron (CES) or Directorate of Public Works (DPW).
- Experience with water risk analysis tools (e.g., WRI Aqueduct Atlas).
