Position Description:

This leader will have full P&L responsibility for a variety of managed U.S. Government IT and business process services. The qualified CGI Partner will have demonstrated performance leading a portfolio of $50M+ revenue per year, capturing deals with total contract value greater than $100M, and managing program resources for profitable organic growth. Specifically, this role will be responsible for leading strategy and developing future opportunities supporting HUD and its mission to strengthen housing and communities-spanning technology modernization and mission support services, including software engineering, applications management, cyber, enterprise IT, data/analytics, and program operations modernization.

This position is based out of CGI Federal's Fairfax, VA HQ office.

Your future duties and responsibilities:

Business Development and Proposal Leadership
. Drive strategic planning, management, and direction of bid and proposal (B&P) resources, target identification, capture strategies, proposal management, contract award, and customer relations focused on HUD.
. Lead growth strategy across HUD mission areas and stakeholders, including HUD HQ and Regional Offices, State Housing Finance Agencies, and Local Housing Authorities.
. Apply deep knowledge of Federal affordable housing programs and GNMA-related mission areas to shape pipeline and solution strategy.

Leadership and Team Development
. Lead and mentor a geographically dispersed team of professionals (direct and indirect), fostering a culture of inspiration, emotional intelligence, adaptability, and strategic thinking.
. Sustain and strengthen a decades-long team culture grounded in mission outcomes, collaboration, and respect for the diverse roles that support affordable housing (e.g., program staff, auditors, inspectors, and housing partners).

Client Satisfaction and Account Management
. Manage client satisfaction in collaboration with account management teams, leading account strategy, planning, and budget management to ensure profitability within the HUD portfolio.
. Manage multiple stakeholder groups, including clients across HUD HQ and Regional Offices, and (as appropriate) external stakeholders such as housing industry partners, and resident advocacy groups.
. Collaborate with counterparts across CGI Federal to ensure best-of-breed solutions are brought forward to HUD.

Service Delivery Excellence
. Ensure overall accountability for service delivery, striving for continuous improvement in quality, outcomes, and operational performance.
. Oversee organizational alignment across technology, program operations, finance, and quality assurance teams to ensure consistent execution and measurable results.
Innovation and Continuous Improvement
. Develop and refine portfolio strategy based on performance, customer needs,

Required qualifications to be successful in this role:

. Bachelor's Degree required; Master's or other advanced degrees/certifications preferred.
. Minimum of 15 years in business development, delivery leadership, and strategy, ideally within high-performing organizations.
. Proven track record of winning large (>$100M), competitive federal services contracts-ideally within HUD and/or housing finance/affordable housing mission areas.
. Demonstrated P&L ownership of $50M+ per annum, with a demonstrable record of year-over-year revenue and margin growth.
. Experience in Federal, State, and Local procurement, contracts, and client management.
. Knowledge of Federal affordable housing programs and GNMA (highly desired).
. Strong relationships with key government contracting personnel and HUD mission stakeholders
. Experience managing multiple stakeholders, including HUD HQ and Regional Offices, and external stakeholder groups as applicable.
. Experience leading large, geographically dispersed teams spanning technology, program operations, finance, and quality assurance.
. Demonstrated ability to identify emerging business trends and translate them into strategic recommendations.
. Must be able to obtain a clearance commensurate with contract and portfolio requirements.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $218,600.00 - $404,400.00.
