Full Job Description
CAPSJ Consulting Limited is seeking a senior leader with an active defence or security-sector background to serve as SVP. Reporting to Tiree Inc. and Canderel Group senior management, the SVP will lead CAPSJ's delivery operations - the core of the business - and assume full accountability for business performance, growth, and the firm's standing within Canada's federal defence procurement ecosystem.

The Role

The incoming SVP will assume operational leadership immediately, working in close collaboration with the President and founder throughout an integrated transition. As the SVP builds command of delivery operations and client relationships, they will simultaneously engage in business development and strategic growth - both tracks run in parallel from day one.

What You'll Do

Operations & Delivery

The SVP provides senior leadership across all aspects of CAPSJ's day-to-day operations, with direct accountability for delivery quality, team performance, and client satisfaction inside some of Canada's most regulated project environments. This includes working across relevant government and institutional portfolios and in close coordination with project groups, construction managers, and technical security stakeholders to ensure aligned, disciplined delivery.
  • Lead the delivery team with a hands-on, accountable style; foster a culture of precision, discretion, and mission-readiness, consistent with the security sector environments CAPSJ operates in.
  • Oversee all active client engagements - DND, Defence Construction Canada, PSPC, and federal civilian - ensuring delivery quality, contractual compliance, and client confidence are maintained.
  • Serve as senior security authority on complex programmes: Construction Security Plans (CSPs), Construction Security Plans, cleared-worker management, Base Security Officer coordination, and compliance with Treasury Board Operational Security Standards.
  • Manage the Controlled Goods Program (CGP) registration as a live operational obligation - not an administrative detail. Ensure compliance is maintained continuously; any lapse in CGP standing is an existential risk to the business.
  • Oversee independent consultant (IC) relationships: coordination, contracting, clearance validation, rate structures, and performance management.
  • Manage financial operations including timesheets, billing, and reporting with rigour and accuracy.
  • Lead recruiting and talent development with a focus on security-cleared professionals; build the bench required to scale with Canada's defence infrastructure investment surge.

Business Development & Strategic Growth

Business development runs in parallel with operations from day one. The SVP is CAPSJ's primary external face in federal defence procurement circles and is expected to generate new relationships, win new work, and build the firm's position in the market.
  • Lead the development and execution of the multi-year growth strategy, including revenue targets and market penetration in security sector markets.
  • Identify and pursue new business opportunities in government, defence, and federal infrastructure markets.
  • Lead proposal development: strategic positioning, competitive differentiation, and compliance with federal procurement requirements (GCXchange, CanadaBuys, ProServices standing offers).
  • Build and maintain direct relationships with client group project managers, security leaders, and technical security stakeholders.
  • Pursue alliances, joint ventures, and partnerships that extend CAPSJ's capabilities into adjacent defence advisory verticals.
  • Represent CAPSJ externally as a credible ambassador: at CADSI, federal industry events, and directly with defence client stakeholders.


What You'll Bring

Required - Defence, Military, or Security-Sector Operating Background

The following qualifications are non-negotiable. Candidates must have direct operational experience working within complex defence, military, or security-sector environments. Applicants without this background will not be considered.
  • Direct, senior-level experience working within complex defence, military, or security-sector organizations, including exposure mission-critical environments.
  • Demonstrated knowledge of security governance frameworks, operational security requirements, and site or program-level security coordination in regulated environments.
  • Familiarity with major public-sector or institutional project delivery structures and procurement frameworks; established working relationships with project sponsors and security stakeholders considered a significant asset.
  • Active or readily activatable Government of Canada security clearance at the Secret level minimum; Top Secret eligibility preferred. This is a gating requirement - not an asset.
  • Working knowledge of the Controlled Goods Program: what it governs, what triggers a compliance event, and what the re-registration implications of entity changes are.
  • Understanding military chain-of-command culture and protocol hierarchy; ability to operate credibly from the DSO's office to the construction trailer without a learning curve.

Assets - Security & Technical Depth
  • ASIS International certifications: Certified Protection Professional (CPP) and/or Physical Security Professional (PSP).
  • Hands-on experience with Construction Security Plans (CSPs) under PSPC's Physical Security Policy or Treasury Board Directive on Physical Security.
  • Experience with SCIF or Protected/Classified space construction oversight: TEMPEST standards, electromagnetic shielding, zone-by-zone access control architecture.
  • Familiarity with NATO security standards, PSPC's Controlled Goods Directorate regulations, and the Government Security Policy.

Leadership & Business
  • Proven leadership in professional services or consulting, with direct accountability for project delivery teams and complex, multi-stakeholder engagements.
  • Track record in business development within a B2G context: proposal leadership, federal procurement navigation, and client relationship development at the senior government level.
  • Strong financial acumen: billing, contract management, IC oversight, and operational reporting.
  • Post-secondary education in engineering, security management, business, or a relevant technical discipline; advanced degree or professional designation is an asset.
