Description

Under general direction, the Senior Vehicle Maintenance Supervisor provides senior leadership and operational oversight for the District's Vehicle Maintenance program, ensures fleet reliability, regulatory compliance, cost control and continuous improvement by directing staff, resources, vendors, and processes supporting repair, service, cleaning, and preventive maintenance of the District's fleet.

CLASS CHARACTERISTICS:
This is a single-position supervisory classification that works with minimal direction and broad latitude for independent judgment and decision-making; incumbent is accountable for operational results and receives limited general supervision.

SUPERVISION RECEIVED AND EXERCISED:
This classification reports to the Maintenance Manager. This is a supervisory classification with direct daily supervision over subordinate classifications within the maintenance workforce, including Vehicle Maintenance Supervisors, Mechanics, Servicers, Parts Clerks, Electronics Technicians, and Paint & Body Technicians; coordinates staffing across shifts and functions to meet operational service requirements.

  • Oversee vehicle and equipment maintenance operations by directing and coordinating the activities of maintenance personnel to ensure fleet safety, cleanliness, reliability, and availability in accordance with all Federal, State, and Local requirements. Provides supervision and guidance to subordinate supervisors; establishes performance expectations and accountability; and ensures consistent application of District policies, procedures, and safety standards. May perform hands-on work as needed to support operations and meet service demands. Plans and organizes work to meet schedules and timelines.
  • Plans, organizes, schedules, assigns, supervises, trains, reviews, and evaluates the work of subordinate supervisors and staff involved in fleet maintenance to meet schedules and timelines; including vehicle repairs, preventive maintenance, parts warehousing, component overhauls, and collision repairs; establish priorities and performance expectations aligned with fleet availability targets.
  • Provides oversight of Maintenance Department activities, including vehicle repairs and preventative maintenance, parts inventory, liquid hydrogen station, compressed natural gas station repairs, vehicle servicing, and vehicle cleaning operations; coordinate staffing, tooling, and bay utilization to meet service needs and minimize downtime.
  • Oversees and coordinates vehicle, equipment, liquid hydrogen station, and compressed natural gas station repairs performed by outside contractors, including scoping work, monitoring performance, verifying quality, and ensuring cost and schedule control.
  • Creates, assigns, reviews, approves, and closes work orders and related documentation associated with vehicle or equipment repairs; ensure accuracy of labor, parts, warranty, and defect documentation to support internal controls, reporting, and audit readiness.
  • Manages and schedules the District's Preventive Maintenance Inspections to ensure inspections and defect repairs are performed in accordance with departmental goals and Federal and State regulations in both time and mileage; tracks key performance indicators and implements process improvements to improve fleet availability.
  • Handles all vehicle safety notices and recalls and ensures corrective action is performed.
  • Assures parts, supplies, and services are obtained to maintain the fleet in accordance with departmental goals; coordinate purchasing and inventory controls; and supports budget stewardship by monitoring usage, identifying cost-saving opportunities, and reducing vehicle downtime.
  • Maintains daily bus availability requirements, monitors vehicles undergoing maintenance and return to service activity and reporting; establish and maintain quality standards.
  • Responsible for scheduling collision repair activities and prepares repair estimates as needed.
  • Prepares and reviews reports and records of personnel, equipment, materials, supplies, work performed, KPI's and shift activities; analyzes trends and provides operational recommendations to maintenance management.
  • Demonstrates proficiency using the District's VMS (Vehicle Maintenance Software), including work order workflow, reporting, and data integrity to support operational decision-making.
  • Provides supervision and guidance and ensures compliance with various District policies and protocols related to safety, including, but not limited to, the Agency Safety Plan (ASP), Workplace Violence Prevention Plan (WVPP), Illness and injury Prevention Plan (IIPP), and various Cal-OSHA requirements and regulations; identify, report, and correct Maintenance department workplace safety hazards.
  • Assists in preparation of departmental policies and procedures.

  • Provides leadership, by example, to personnel, establishing and maintaining quality standards, encourages professionalism and pride in their work.
  • In coordination with the Maintenance Manager, hires, assigns work, counsels, disciplines, recommends termination procedures when appropriate and provides and ensures consistent training, performance management, and documentation practices across shifts and teams
  • Provides supervision, guidance, compliance and adherence to employment-related policies and processes to ensure a fair, harassment, and discrimination-free workplace.
  • Monitors the performance of maintenance personnel, set specific goals, and evaluate completion quality; provides technical assistance and advice to maintenance employees.
  • Prepare daily time records for maintenance employees.
  • Ensures compliance with District policies, procedures, and operating practices related to maintenance operations.
  • Supervises and manages work teams consistent with best practices and the collective bargaining agreement.
  • Supervises and coordinates vehicle repairs and CNG and Hydrogen station work performed by outside contractors.
  • Reports to work as scheduled, which may include occasional early morning, late evening/night, weekend and/or holiday work shifts.
  • Performs other related duties as assigned.

Typical Qualifications

Any combination of experience and education that would likely provide the required knowledge, skills, and abilities to perform the duties and responsibilities of the classification is qualifying. A typical way to obtain knowledge, skills and abilities is as follows:

EDUCATION, TRAINING, AND/OR EXPERIENCE:
  • High School Diploma or GED. College coursework in or graduation from a vocational/technical college is preferred.
  • Five (5) years experience in fleet maintenance with knowledge of operations in a shop environment including materials, methods, preventive maintenance programs, tools and equipment used in repair and maintenance of commercial vehicles.
  • Three (3) years of progressively responsible supervisory experience in a fleet or heavy-duty maintenance environment is required; experience supervising subordinate supervisors is highly desirable.

LICENSES AND/OR CERTIFICATES:
  • Possession of or must be able to obtain ASE Transit Bus Air Brake and Preventative Maintenance Certification within six (6) months of hire date.
  • Possession of or must be able to obtain TIA Tire Certification within six (6) months of hire date.
  • Possession of or must be able to obtain Forklift Permit within six (6) months of hire date.
  • Possess a valid California Driver's License with a driving record acceptable to the District.
  • Possession of or ability to obtain and maintain a Class B California Commercial Driver's License with air brake and passenger endorsements.
  • Ability to obtain certification to operate a forklift within six (6) months of hire date.

REQUISITE KNOWLEDGE AND SKILL LEVELS:
  • Principles, methods and efficient operating practices of heavy equipment and fleet maintenance and repair, time/cost estimation, inventory practices.
  • Extensive knowledge of vehicle preventative maintenance programs and practices including BIT inspections, commercial vehicle out of service criteria, and Vehicle inspection practices.
  • Principles and practices of supervision, including performance evaluation, scheduling, mentoring, coaching and counseling techniques.

  • Must be proficient in the Microsoft Office software, to include Word, Excel, and Outlook.

REQUISITE ABILITIES:
  • Learn and be proficient using the District's VMS (Vehicle Maintenance Software.)
  • Diagnose basic vehicle defects in electrical, air conditioning, engine, transmissions, brakes, steering, suspension, chassis, and hydraulic systems.
  • Maintain accurate records and prepare other related reports using the computer system.
  • Use modern office technologies, systems and software to prepare reports, total receipts, check accuracy of invoices and packing slips, make copies, file copies, maintain timekeeping records, work orders, inventory inquiries, purchase orders, and track District programs.
  • Establish and maintain effective working relationships with others and communicate effectively both orally and in writing.
  • Work any schedule or days of the week including evenings, weekends, overnight shifts and/or holidays.
  • Drive District vehicles to travel and inspect other vehicles and facilities.
